MONROVIA-Liberian Head of State George Manneh Weah today described 2020 as a critical year for his country’s recovery program and called on members of the 54th Liberian legislature to enact legislations that will move the country forward.

 President Weah, who spoke at the opening of the third session of the 54th legislature in the rotunda of the Capitol Building said it is crucial for that body to direct its energy in passing bills that will help drive the government’s development agenda that would better the lives of his countrymen.

 “This is a critical year for our country. I will expect you to act on legislation that will help the government drive its development agenda so that I our people can improve their lives,” President Weah told lawmakers in Monrovia today.

He said coordination amongst the three branches of government is vastly important for the consolidation of the gains made by the government as well as tackling existing challenges confronting it.

The Liberian leader also praised the country’s development partners for helping drive the government’s priorities, especially the Government and people of America, Liberia’s longstanding traditional ally which has spent hundreds of millions of dollars in the country’s post-war recovery program.

President Weah is also expected to deliver his administration’s economy agenda for the new fiscal year 2019/2020 to the Legislature on Monday, 27 January 2020.

Analysts say the President’s remark appears to be a rallying call for better collaboration and coordination among all three branches of the government as his administration struggles to address increased economic hardship facing millions of destitute Liberians. 

“We are very happy and want to thank our partners for their support to this government,” President Weah expressed.

“This year will be a tough working year for the Senate,” Liberia’s Senate Pro-Tempore Albert Chie remarked at the legislature’s opening third session.

 The Grand Kru legislator also outlined a series of legislations that the Senate is going to work on during this period. Cardinal amongst these, Pro-Tempore Chie announced, include  review of the proposal for the setting up of war and economic crimes court in the country, code of conduct governing public officials, rights to freedom of speech and peaceful assembly, the National Elections Commission’s (NEC) upcoming midterm Senatorial election, among others.

It made be recalled that President Weah last year requested the Legislature to advise him on the setting up of war and economic crime courts in the country. In response, plenary of the House of Representatives requested all 73 Representatives to take the matter back to their constituencies for consultation and return with findings after the agriculture break, while the leadership of the Senate took seize of the matter pending consultations. MonroviaThe King Mohammed VI Foundation of African Oulema in Liberia, a faith based institution consisting of over 200 Islamic Scholars has announced the holding of its second Quranic reading and recitation competition in Monrovia, setting side January 18 and 19, 2020 for the commencement of the exercise.

 A previous completion held in April this year by the Foundation for Quranic memorization competition in Monrovia saw Mohammed Mustapha Barry and Mohammed Omar Ramadan winning first and second categories of then competition, and the pairs were sent to the Kingdom of Morocco as Liberia’s representatives for the grand competition in that Arab Republic.

Shincheonji Church of Jesus Holds Graduation Ceremony with over 100,000 Graduates

On 10 November 2019, in the Republic of South Korea, Shincheonji church of jesus held a graduation ceremony with 103,764 graduates who have completed a six-month bible study and passed their graduation exam. Approximately 50,000 presented and the rest of the graduates across Korea and internationally participated through livestream broadcast in 112 countries simultaneously. It was an unprecedented global phenomenon.

Aaron Kim said, a graduates who was a missionary in Brazil born for the third generation, “Do you know who are you according to the bible?  Are you created according to the promise of the bible? We are having a graduation ceremony of 100,000 and this is the very proof that the living god is working today is it today Shincheonji and all around the world entire churches are being harvested per day the number!”

According to a survey of recent graduates, 95% of those who chose to come to Shincheonji did so because of the “excellent teaching” of the Scriptures. Shincheonji teaches the Bible from the book of Genesis to Revelation in half a year.

The graduation will be the starting point of Shincheonji’s continuous growth. One of the requirements to graduate is to evangelize. Therefore, there are currently at minimum of 100,000 people who are studying the Bible with Shincheonji. If Shincheonji continues to grow at this pace, then within 3 years, it will reach a million congregation members, and the landscape of the religious world in South Korea will be changed drastically.

 MONROVIA-A disturbing wave of claims and counterclaims has engulfed the Liberian House of Representatives, a body with 73 Representatives, leaving a group of aggrieved lawmakers completely enraged and disgruntled, while others have threatened to impeach both Speaker Bhofal Chambers and Deputy Speaker Prince Moye-for what the protesting legislators suspect is a trickster and total betrayal on the part of their leaders-relative to the Government of Liberia recent salary harmonization scheme which has already seen huge pay cuts from lawmakers’ monthly wages, also invoking what political commentators say is an inevitable impeachment crisis hovering over both the Speaker and his principal deputy, reports the Liberian Network.

The Liberian House of Representatives Wednesday adjourned on a dramatic narrative as a group of angry lawmakers vowed to impeach House Speaker Dr. Bhofal Chambers and his principal Deputy Price Moye. At a well-attended press conference in Monrovia on Wednesday, 10 October 2019, some aggrieved lawmakers informed legislative reporters that they had suspected what they claimed to be a cheat and complete stab in the back by House Speaker Bhofal Chambers and Deputy Speaker Prince Moye.

Finally, Justice is done! An Editorial by National Institute for Public Opinion (NIPO) and Foundation for Community Initiatives (FCI) on the Johnny’s Town Murder Trial

The Case

Late last year, three young Liberian women in Johnny Town, Kpayan District, Sinoe County, were accused by a group of community dwellers of kidnapping a three-month-old child for witchcraft rituals. Angeline Saydee, Florence Tarkleh and Willete Nyewallah were subjected to trial by ordeal and abused, tortured and gang raped. One of the women-Willete-was killed. Another was hospitalized and later discharged. Stories surrounding the third woman, who happens to be the mother of the missing child, are quite conflicting. It is said that Willete who was killed in this incidence, was few months pregnant prior to her unfortunate death. All the accused women fervently denied involvement in witchcraft and in the disappearance of the child. These women experienced unimaginable abuse. They were stripped naked before public glare and paraded from one corner of the town to another; thereafter, they were taken into the bush and subjected to trial by ordeal and to other violent crimes. Before these young women were abducted, tortured and one killed, they were living peaceful life with their families and loved ones.

The young men accused of these crimes allegedly committed these inhumane acts under the orders of some traditional leaders, including a female traditionalist who allegedly subjected the women to trial by ordeal. Monrovia- Chaos ensued late Wednesday evening amongst supporters of the opposition Senatorial candidate Abraham Darius Dillon and Paulita Wie of the ruling Coalition for Democratic Change, rival groups who engaged each other in nasty stone throwing just about the time when the National Elections Commission, the country’s foremost electoral body, was about to give the first provisional results from the highly contested polls.

The Exact number of people who got injured is still not known as the Liberia National Police is yet to give full report on the incident. However, scores people could be seen running for safety as hundreds of cars got stuck in the traffic in the Sinkor belt leading to Paynesville Township as riot police struggled to quell the clashes. Also, it is not clear who exactly started the riot as both sides were seen throwing accusation at each other with one group pointing accusing finger at the other for provoking the bloody confrontation.

Headquarters and announced their candidate Darius Dillon had already secured victory and that his wining thrill was certainly irreversible, given the commanding lead he had won even in the absent of the pronouncement of the official results. Monrovia-An Uppsala University Scholar of Sweden has called on Students of the New Hope Academy (NHA) on Peace Island in the suburb of Monrovia, to at all times, aspire for quality education to enable them make meaningful contributions to the future development of Liberia and the world.

    Mrs. Theresa Gabiro, who is also the Peace and Development Specialist in the Office of the United Nations (UN) Resident Coordinator in Liberia, made the statement at the program marking the 24th Graduation and Closing Exercise of the K-II Class of the New Hope Academy near Monrovia.

Madam Therese Gabiro, a product of Uppsala University, where she earned a Master of Peace and Conflict Studies, commenced her speech with a special recognition of, and appreciation to the Founder and Teaching Staff of the New Hope Academy “for their dedication and commitment to promoting quality education, as witnessed at the occasion through the excellent valedictory speech and brilliant performances by the students.”

    The UN Development Practitioner also pointed out that the attainment of quality education by Liberian youth and students will not only lead to the realization of their career dreams and aspirations but also the positive development transformation of their lives and country for better.

According to Mrs. Gabiro who, over the years, served the UN Peacekeeping Missions in Mali and the Central African Republic (CAR), the graduation of the kids from K-II Class is a testimony that they had laid a solid foundation for their educational sojourn.

    While applauding the kids for their demonstrated hard work and determination to climb the academic ladder, Mrs. Gabiro whose role in Liberia focuses on Peace-building and Political Development further encouraged the students to continue to work towards achieving their desired future careers which would enable them to contribute effectively to the development of their families, communities, country and the World.

    Uppsala University, known as the oldest university in Sweden, accordingly ranks among the world’s 100 top universities in several high-profile international rankings.

   Turning to parents of the NHA K-II graduates who included 9 males and 10 females, the Swedish international Development and Peace-building Expert challenged them to remain resolute in providing the necessary support for the education of their children in spite of the economic difficulties they face.

    She stressed that such support to the kids who are the future leaders will make them to achieve their academic and professional dreams and for the improvement of their living standards. “From K-II, give these children the necessary support to complete primary, junior and senior high school and onwards to colleges and universities,” she indicated.

In her Valedictory Address, student Lois Senseih, described their graduation as a ‘great day not only for the graduates but parents as well.” She lauded the parents and the school administration for impacting knowledge into the kids that made them worthy of graduation from the K-II Class.

    “Loving parents, thank you for your parental care, love and support that you have given us,” she asserted amidst cheers from the gathering.

“We, as, graduates, are the Heroes and Champions today; and we are the apples of our parents,” she added. MonroviaDr. Kimmie Weeks, Montserrado Senatorial candidate and  Executive Director of Youth Action International (YAI), Tuesday announced that he’s already in consultation with his lawyers on whether or not to file an injunction on the postponement and possible rescheduling of the Montserrado Senatorial by-election.

 “I said on the radio that if the election is not held on July 9 and is postponed by the National Elections Commission (NEC), we would consult our lawyers on whether or not to file an injunction at the Supreme Court against the NEC and, as I speak to you, we are already in consultation with our lawyers on this issue. They’ll advise us on what to do next,” Dr. Weeks, former media consultant at the Orange GSM-Liberia, told a team of legislative reporters in Monrovia today.

 His comments came in the wake of the postponement of the Montserrado by-election which was initially scheduled for July, 2019 as prescribed by the NEC law and the Liberian constitution. The NEC recently announced it cannot hold the elections within the constitutional ambit given financial and logistical constraints the commission is faced with and is expected to announce a new date for the polls.Also, there also no indications that the NEC would carry on the by-elections on Tuesday, July 9, 2019, as there have been no deployment of election materials and NEC poll workers at polling centers.  “This is something that we are reviewing very carefully with our lawyers,” he emphasized.

 Speaking on his legislative agenda, the child rights advocate said his goal of venturing into the race is to proffer new ideas that would benefit the Liberian people and Montserrado citizens in particular. Mr. Weeks postulated several ideas that when elected as Senator, would implement, among which salary cut for lawmakers, education, healthcare, and job creation, topped his agenda.

MonroviaKing Mohammad VI Foundation for African Islamic scholars yesterday concluded one-day Quranic memorization competition in Monrovia, at the Headquarters of the National Muslim Council of Liberia (NMCL), with Mohammed Mustapha Barry and Mohammed Omar Ramadan winning first and second categories of then competition.

Following the end of the completion of the highly competitive Quranic recitation competition, the first and second categories winners received tickets for their automatic qualification for the King’s competition slated for month of Ramadan to be held in the Kingdom of Morocco this year.  Several other participants of the competition also received separate cash prizes for their splendid performances. Senate Faces Dilemma Over Ja’neh’s Impeachment As 9 Senators Acquit Associate Justice

Monrovia-After nearly six weeks of intense arguments and cross examinations of witnesses from both prosecution and respondent’s lawyers in the ongoing impeachment trials, the Liberian Senate now faces dilemma over whether or not it should convict or acquit Associate Justice Kabinah Mohammad Ja’neh,  as nine Senators calling themselves “Senators for Constitutional Justice” today declared an acquittal statement in support of the accused, who faces multiple charges including theft of property, theft of records, abuse of judicial discretion, misuse of office, amongst others.

Two-thirds (20 votes) are required from the remaining 20 senators in ordered to impeach Associate Justice Kabinah Ja’neh from the Supreme Court’s bench. All is now set for the vote taking on today, 12 noon in the chambers of the Senate.

The ongoing impeachment trials at the Liberian Senate has come as a real test for the country’s constitutional rule, bringing the independence of the judiciary branch of the government into the spotlight. While authors of the impeachment bill termed their action as a test to the country’s democracy, many critics of the government believe Justice Ja’neh is being targeted and that his trial is simply a witch hunt.

Today’s proceeding of the trials saw both prosecution and respondent’s lawyers put up their final arguments leading to the vote taking in which the Associate would be acquitted or convicted based on the convincing evidences adduced by the parties at the trials.

“This debate today reminds me of a football game. Today, we have played our part, and it is now left with you the jurors, to score the goal. If you decide to acquit Justice Ja’neh, you will be creating chaos on the bench of the Supreme Court because truly, Justice Ja’neh is culpable of the charges levied against him. We have played the entire match, and it is now left for you to score the penalty. If you miss it, you will be putting the judiciary into a serious crisis because there will be warring factions on the bench. One side will support justice Ja’neh, while the other side will support Chief Justice Korkpor,” Cllr. Wright pleaded with Senators.

The prosecution lawyer also argued that all four counts levied against Justice Ja’neh have sufficient culpability, warning that “this Senate must never make mistake by leaving Justice Ja’neh on the bench.”

“This Associate Justice must be impeached because he’s proved that he’s incompetent to be on the Supreme Court’s bench. He has misused his judicial office, and you are left with no alternative but to teach him a lesson that will serve as a deterrent,” lead prosecution lawyer Cima Syrena Cephas also charged.

For their part, defendant’s lawyers Cllr. Johnny Momo and J. Lavala Supowu dismissed the prosecution’s proposition, terming the trials as one that lacks any legal basis and reliance.

“This is not about football game. It’s about upholding the laws of this country and maintaining the independence of the judiciary. We must never abrogate the constitution of this country. We need to uphold the laws of this country. We belive that this trial has no legal; grounds. All the counts briought against Justice Ja’neh has no legal merits and as such, we appeal to you Senators to saveguard the constitution and democracy of our country,” Cllr. Johnny Momom urged. 5,000 Farmers To Get 10,000kg Improved Seed Rice -As CHAP Launches RISE Projec

Monrovia-The Community of Hope and Agriculture Project (CHAP) has launched the Rice Investment Scheme for Empowerment (RISE) targeting 5000 farmers in eight of the 15 counties of Liberia.

The RISE project is about business and targets farmers who are willing to invest in their farms. Machines will be distributed to communities to pay for and brush their farms. The project is “For any Investment to be sustainable it must be initiated by the people.”

The objective of the project is to build sustainable climate smart agriculture farming practices, to introduce user’s friendly rental services, increase farmers’ income.

This, according to CHAP will reduce the importation of rice and increase the consumption of locally grown rice and ensure there is supply and there is no raw material and support what others have done for farmers.

Giving an overview of the project during the launching ceremony in Gompa City, Nimba County over the weekend, the Chief Executive Officer (CEO) of CHAP, Robert S. M Bimba encouraged farmers to invest their own money if they must succeed.

Bimba said CHAP will provide 10kilograms of seed rice to those farmers who meet the requirements for one hectare and they must be willing to use an improved method and innovation.

“We will provide farmers advisory service (FAS) to provide service to their own fellow farmers. We will be building the capacity of the smallholder farmers and members of the work value chain. We will be purchasing rice from you for an agreed price, we will be providing small machines rental service, we will register our farmers and ID cards our farmers because we want to identify you if we are working with you,” Bimba said. Unlike so many things in Washington, Robert Mueller’s investigation has generated very few leaks.

The special counsel’s team has quietly and protectively been beavering away in an unremarkable office in southeast Washington while the rest of us are left to speculate on what they may or may not be thinking.

For nearly two years, the probe has dominated discourse in the Capitol, the president consistently branding it a “witch hunt”, his opponents somewhat gleefully whispering about the potential for a smoking gun and a possible path towards impeachment.

No one likes an anti-climax, but if you’re expecting some dramatic finale, I’m not sure Mr Mueller is your man.

The reality is, unless he files a detailed indictment charging members of the Trump campaign with conspiring with Russia, the public may never learn the full scope of what Mr Mueller and his team have found.

The special counsel operates under rules that heavily constrain how much information can be made public. Those restrictions mean his report to the attorney general must be “confidential”.

What you won’t get is some explosive or indeed anodyne coffee table book to pour over.

When independent counsel Kenneth Starr released his investigation of President Bill Clinton in 1998, politicians and journalists had a juicy 453-page document to leaf through – complete with dramatic details of the president’s sexual escapades with Monica Lewinsky, who was then an intern.

The Mueller report will be wildly different. He, unlike Mr Starr, will be under the purview of the Department of Justice with a string of regulations to follow. Mr Mueller could technically lay out an epic thesis with painstaking minutiae.

His report has gone to Attorney General William Barr and it is secret. He is required to send a report to Congress, but the rules state that these kind of reports “will be brief notifications, with an outline of actions and the reasons for them”. So, more bullet points than a stab at Tolstoy.

There is room for surprise though. If the report contains allegations of potentially impeachable offences against the president, some legal experts have suggested that the Justice Department would have to pass the full details of that to Congress.

That at this stage seems unlikely and if that is the case, Congress may have little access to the evidence Mr Mueller has gathered.

Democrats who run the House have made clear they will do all they can to make the findings public and they may well try to use the power of subpoena if there is evidence that Mr Trump conspired with Russia to help himself get elected.

It is worth remembering though, collusion is not a crime by itself. Conspiracy is, but that is not a word we have heard Mr Mueller use yet and without a smoking gun at the end, the president will likely declare a victory and feel vindicated.

One thing is for certain, a waterfall of information seems improbable and if you’re exhausted by the Russia investigation, I’m afraid some bad news may be on its way. Whatever Mr Mueller returns, it is unlikely to mark the end of this saga – Washington is consumed by it.

More investigations are expected to be launched in the wake of the report, which could take years to conclude. It’s hard to imagine politicians on either side feeling that the issue has been resolved – but the public seem desperate for an end.

Every time I get out of the beltway, I’m reminded of how far down the agenda the Russia investigation is for voters. And in this polarising time, many seem to have already made up their minds.

King Mohammed VI Foundation for African Islamic Scholars in Liberia, a faith based institution engaged with the teachings of the principles of Islam based on peace and tolerance, is scheduled to host a Quranic Memorization contest in Monrovia on 31st March 2019.

“On 31st 2019, the King Mohammed VI Foundation for African Islamic Scholars will host a Quranic memorization competition in Monrovia. The goal is to engender and scout the brightest minds that Islam has to offer in Liberia,” Sheikh Sualiho M. Dukuly, Secretary General of the King Mohammed VI Foundation in Liberia informed the Liberian Network in Monrovia Thursday.

In a press release issued in Monrovia Thursday, the Foundation announced that winners of the competition would travel to the Kingdom of Morocco during the month of Ramadan, where they (competition winners) would participate in the King’s Quranic Memorization competition.

King Mohammed VI Foundation for African Ulema is an institution for cooperation, for the exchange of experiences and for the Ulema to make concerted efforts to fulfil their duty and turn a spotlight on the true image of the pristine Islamic faith as well as on its open-minded values, which are based on moderation, tolerance and coexistence.

 Amongst other things, the aim of the institution is to make sure those values help promote security, stability and development in Africa,” Foundation Secretary General Sheikh Sualiho M. Dukuly informed the Liberian Network.

 “The Foundation, through its branches in African countries, and together with other religious institutions, continues to play its role in disseminating enlightened religious precepts and in combating extremism, reclusiveness and terrorism – which the Islamic faith does not embrace in any way – but which are advocated by some clerics, in the name of Islam.

Morocco’s King Mohammed VI on June 14 chaired in the nation’s spiritual capital Fez the installation ceremony of the Higher Council of the recently set up Mohammed VI Foundation for African Islamic scholars.

 A very important world event, particularly amid the difficult conditions in several African Member States in the Sahel and Sub-Saharan Africa where risks posed to their spiritual, cultural, social and economic security, as a result of the growing terrorist threats by extremist groups (Boko Haram and others) in the region and the spread of some trends which are inconsistent with the Sunni Malekite school of thought followed by the peoples of African countries.

The creation of this leading institution is another powerful spiritual landmark of the effective model of South – South cooperation in the religious and spiritual realm among African countries to which King Mohammed VI gives utmost attention.

 The ceremony was held in the Al-Qarawiyyin in Fez. A university that attained prestigious fame, producing a number of high profile scholars that exercised a strong influence on the intellectual and academic realms in the Muslim world.

 For well over twelve hundred years Al-Qarawiyyin has been one of the leading spiritual and educational centres of the Muslim World, a typical institution, of many, underlining how learning constituted the heart of the religion of Islam and its civilization.

 During the installation of this prestigious council, King Mohammed addressed the African ulema stressing that that “the aim is to make sure those values help us promote security, stability and development in Africa.” Mohammed VI Foundation for African Ulema as an institution for cooperation, for the exchange of experiences and for the Ulema to make concerted efforts to fulfill their duty and turn a spotlight on the true image of the pristine Islamic faith as well as on its open-minded values,” said the Sovereign in a speech during the installation ceremony of the Foundation Higher Council.

 The Sovereign expressed confidence that the Foundation, through its branches in African countries, and together with other religious institutions, “will play its role in disseminating enlightened religious precepts and in combating extremism, reclusiveness and terrorism – which our faith does not embrace in any way – but which are advocated by some clerics, in the name of Islam.”

 King Mohammed VI underscored that the creation of the Foundation “reflects the depth of the time-honored spiritual bonds between sub-Saharan African peoples and the King of Morocco, Commander of the Faithful. In his Speech, the Sovereign deemed the Foundation as another building block which further enhances Morocco’s strategic policy designed to raise the level of its political and economic cooperation with a number of sisterly African nations, in order, he said, “to make it an effective, solidarity-based partnership, covering all sectors.”

The Mohammed VI Foundation for African Islamic Scholars in Liberia is pleased to announced to the general public, Mosques, Quranic Memorization Centers, as well as interested individuals that in anticipation of the upcoming annual Quranic competition in Morocco during Fast Month, the Foundation is organizing a National Quranic Competition, scheduled to take place on Sunday, March 31st, 2019 at Muslim Council Building on Old Road, Sinkor, beginning at 9: 00am.

The competition consists of two phases:

Memorization of the entire Holy Quran by recitation or hymn(TAJIWEED)

Memorization of selected parts of the reader with hymn(TAJIWEED)

All interested participants that meet the following conditions are requested to register

  1. Open to both male and female of 40 years of age or below
  2. All styles of recitations are acceptable but preference will be given to the WARSHE style
  3. The first winner of each category will be given air ticket to travel to the Kingdom of Morocco to take part in the King’s Annual Quranic Competition during the months of Ramadan this year.
  4. All participants must have a passport or prepared to acquire one.

 The deadline for registration is on Monday, 25th March 2019.

UNFPA LIBERIA GETS NEW COUNTRY REPRESENTATIVE

  

The United Nations Population Fund (UNFPA) Liberia has a new Country Representative. He is Dr. Bannet Ndyanabangi, a national of Uganda.

Dr.  Ndyanabangi officially assumed his duty following the presentation of his Letter of Credence to the Government of Liberia on Tuesday 19 February. He replaces Dr. Oluremi Sogunro whose tour of duty has since ended.

Dr. Ndyanabangi is a graduate of the University of Heidelberg, Germany, with a degree in Medicine. He also holds a Master’s degree in Community Health and Health management and a PhD. in Public Health.

He comes to UNFPA Liberia with a wealth of experience: began his career at the Bernhard Nocht Hospital of Tropical Medicine in Hamburg Germany; worked for a decade in Uganda as a clinician and public health programs’ manager; worked on USAID programs implemented by Management Sciences for Health (MSH) in Arlington Virginia, from 2004 before joining UNFPA in 2009 where he has worked in various capacities including Deputy Representative in Nigeria and South Sudan; Representative in Sierra Leone, as well as Representative in Afghanistan.

Amidst reports that certain groups are planning to stage demonstration at the Capitol during the impeachment trials, cogent information gathered by the Liberian Network indicate that all persons entering the premises of the Capitol Building tomorrow would be thoroughly checked before entry, including staffers and reporters assigned at the Legislature.

The tightened security measures, according to legislative insiders, are meant to ensure the smooth conduct of the impeachment trials at the Senate, where local and foreign dignitaries are also expected to attend. Meanwhile, the Liberian Senate has also issued a statement confirming the all-important impeachment trial of embattled Associate Justice Kabineh M. Ja’nneh, whose legal team is expected to engage opposing lawyers in what ANALYSTS say “would be a fierce legal contest. Monrovia, Liberia Feb. 12, 2019 Press Statement: The Liberian Senate will commence the impeachment proceedings against His Honor Justice Kabineh M. Ja’neh, Associate Justice of the Supreme Court of Liberia on Thursday, February 14, 2019 starting at 2:00pm at the Capitol Building.

The Notice of Assignment signed by the Secretary the Senate, Hon. J. Nanborlor F. Singbeh, Sr. instructing the Sergeant At-Arms indicates: “YOU ARE HEREBY COMMANDED TO NOTIFY the parties and or their legal counsels to appear before the Liberian Senate in Impeachment Trial at its Chambers at the Capitol Building, Capitol Hill, Monrovia Liberia, the 14th day of February 2019 at the hour of 2:00 PM for the commencement of the Trial.”

According to the Notice of Assignment which was received and signed for by the legal Counsels for Associate Justice Kabineh M. Ja’neh and the Managers of the House of Representatives, he is to face the Senate for impeachment proceedings.

Associate Justice Ja’neh was impeached on August 28, 2018 for alleged “misconduct and gross breach of duty” by members of the House of Representatives in keeping with the constitutional power assigned to that body to prepare bill of impeachment and forward same to the Senate for trial.

Accordingly, and in keeping with Article 43 of the Constitution of the Republic of Liberia, the Senate has extended an invitation to the Chief Justice of the Supreme Court to preside over the trial proceedings.

The Liberian Leader, His Excellency Dr. George Manneh Weah, says the Liberia Anti-Corruption Commission (LACC) 2018/2019 “Assets Verification and Validation” exercise is laudable and calls on all officials of Government to join him in cooperating and complying with the campaign.

President Weah said the campaign is in harmony with Section 10.2 of the National Code of Conduct which requires the assets of all public officials and employees of the Government shall be verified and validated for investigation purposes.

Acknowledging receipt of a letter from the Libera Anti-Corruption Commission (LACC/JNV-EC/2117/19) dated February 1, 2019 and received on February 4, 2019 at 4:20 PM, the Liberian Leader assured the Commission of his fullest cooperation as per the LACC’s communication.

President Weah said LACC’s renewed assurances to combat corruption is a cardinal pillar for the success of his Pro-Poor Agenda for Prosperity and Development (PAPD) which focuses on transparency and accountability in governance.

Meanwhile, the President has granted LACC the permission to verify his assets as declared before the General Auditing Commission (GAC).

Monrovia-The Chairman of the governing Coalition for Democratic Change (CDC) Mulbah Morlu to accused the Liberian opposition bloc of endorsing a video tip in which some high ranking members of the Alternative National Congress allegedly called for the assassination of President George Manneh and bring war to the country.

Addressing  an elaborate press conference held in Monrovia today at the party’s National Headquarters in Sinkor, the CDC chairman expressed dismay, and disappointment, and wondered why up to present the opposition is yet to speak on the issue and condemn it.

Monrovia-Madam Emma Glasco, Director General of the National Fisheries and Aqua Culture Authority (NaFAA) has described as no bad deal, ongoing fishing protocol (corporate framework) deliberations between the Governments of Liberia and Senegalese for the Senegalese government to allow its fisheries to come in Liberian to carry on industrial fishing.

Appearing before the Senate committee on Commerce and Industry, the NaFAA Director General refuted negative media reports and disclosed that the ongoing industrial fishing discussions are in the best interest of the Liberian government and people. The deal, when made fully operational, she intoned, “It will bring USD2million every year to the coffers of the Liberian Government.”

UN: A COMPARISON OF TECHNOLOGIES THAT REMOVE ARSENIC FROM GROUNDWATER

At least 140 million people in 50 countries have been drinking watercontaining arsenic at levels above  the   World Health Organization guideline
A United Nations University study compares for the first time the effectiveness and costs of many different technologies designed to remove arsenic from groundwater – a health threat to at least 140 million people in 50 countries.   Released today by UNU’s Canadian-based Institute for Water, Environment and Health, the report draws on 31 peer-reviewed, comparable research papers published between 1996 and 2018, each describing new technologies tested in laboratories and / or in field studies.    And while no single technology offers a universal solution, the research helps point to remedies likely to prove most economical and efficient given the many variables present in different locations worldwide.   Serious health, social and economic losses are caused worldwide by arsenic-contaminated water and a wide range of technologies exists to remove it but “their widespread application remains limited,” according to the report.   From 2014 to 2018, over 17,400 arsenic-related publications were published and “there is a myriad of reportedly ‘low-cost’ technologies for treating arsenic-contaminated water. But the specific costs associated with these technologies are rarely documented,” says Duminda Perera, a Senior Researcher at UNU-INWEH and report co-author.   The summary of costs and effectiveness of the few dozen arsenic remediation technologies that are directly comparable in those respects (table: http://bit.ly/2MpVWaa) can serve as a preliminary guideline for selecting the most cost-effective option, he says. It may also serve as an initial guideline (minimum standard) for summarising the results of future studies describing arsenic remediation approaches.    The report notes that “arsenic-removal technology should only be seen as efficient if it can bring the water to the WHO standard” (in 2010, WHO’s recommended a drinking water limit of 10 µg/L – micrograms per litre), but countries with resource constraints or certain environmental circumstances (e.g. typically high arsenic concentrations in groundwater) have much higher, easier-to-reach concentration targets.    “While this may help national policymakers report better results for their national arsenic reduction efforts, it may have the opposite effect on public health,” the report says. “Higher thresholds will not help solve this public health crisis. On the contrary, if a country has a feeling that the arsenic situation is coming under control, this may reduce the sense of urgency in policy circles to eradicate the problem, while the population continues to suffer from arsenic poisoning.”   “This policy approach is not well-conceived as it does not effectively resolve the issue.”   It is estimated that in Bangladesh, for example, where the nationally-acceptable arsenic limit in water is set to 50 µg/L, more than 20 million people consume water with arsenic levels even higher than the national standard.     And globally, despite international efforts, millions of people globally continue to be exposed to concentrations reaching 100 µg/L or more.   Key findings: UNU studied 23 technologies independently tested in laboratory settings using groundwater from nine countries – Argentina, Bangladesh, Cambodia, China, Guatemala, India, Thailand, the United States, and Vietnam – and demonstrated efficiencies ranging from 50% to ~100%, with a majority reaching <90%. About half achieved the WHO standard of 10 µg/L.  14 technologies tested in the field (at the household or community level, in Argentina, Bangladesh, Chile, China, India, and Nicaragua) achieved removal efficiency levels ranging from 60% to ~99%, with 10 removing more than 90%.  Only five reached established the WHO standard. Technologies that demonstrate high removal efficiencies when treating moderately arsenic-contaminated water may not be as efficient when treating highly contaminated water. Also, the lifetime of the removal agents is a significant factor in determining their efficiency. For lab tested technologies, the cost of treating one cubic meter (m³) of water ranged from near-zero to ~US$93, except for one technology which cost US$299 per m³. For field tested technologies, the cost of treating 1m³ of water ranged from near-zero to ~US$70.  Key factors influencing removal efficiencies and costs:   the arsenic concentration of the influent water pH of the influent water materials used the energy required absorption capacity labour used regeneration period and  geographical location Remediation technologies that demonstrate high arsenic removal efficiencies in a laboratory setting need to be further assessed for their suitability for larger-scale application, considering their high production and operational costs.    Costs can be reduced by using locally available materials and natural adsorbents, which provide near zero-cost options and can have high arsenic removal efficiencies.   Leading authors Yina Shan and Praem Mehta, who worked at UNU-INWEH and are now at McMaster University, noted that exposure to arsenic can lead to severe health, social and economic consequences, including arsenicosis (e.g. muscular weakness, mild psychological effects), skin lesions and cancers (lung, liver, kidney, bladder, and skin).     Social implications of these health impacts include stigmatization, isolation, and social instability, they added.  Arsenic-related health complications and mortality also lead to significant economic losses due to lost productivity.  The economic burden in Bangladesh is projected to reach US$13.8 billion by around 2030.   Looking ahead, the study identifies priority areas to assist in commercializing wide-scale implementation of arsenic removal technologies.    “The main objective of the report is to help accelerate the wide-scale implementation of remediation solutions to alleviate, and ultimately eradicate, the problem of arsenic-contaminated water consumption over the next decade and meet the world’s Sustainable Development Goals,” says UNU-INWEH Director Vladimir Smakhtin.   “This report aims to inform decision-makers who face an arsenic public health challenge, of the specific costs and effectiveness of technologies tested in laboratory or field settings. It also urges researchers to present cost and effectiveness data cohesively to better inform planners’ and policymakers’ choice of the best arsenic remediation technologies.”   “Today, the current science and knowledge on arsenic remediation technologies may be mature enough to help significantly reduce the numbers of people affected by this public health problem. Background   High natural levels of inorganic arsenic exceeding the WHO limit are a characteristic feature of groundwater in many countries, including Bangladesh, India, Nepal, Mongolia, and the United States.   Most arsenic-contaminated groundwater is caused naturally, some is caused by industry – mining, fertilizers / pesticides, waste disposal, and manufacturing.   In nature, the poison can be released from arsenic-rich rocks by high acidity (pH) in oxygen-rich groundwater. Arsenic contamination is also mobilized by human interventions, such as.    Globally, the primary route of human exposure to arsenic is contaminated drinking water; some is the result of irrigating crops with contaminated water.   Sustainable Development Goal 3 (“good health and wellbeing”), adopted by UN Member States in 2015 for achievement by 2030, recognized the need to remove hazardous chemicals, including arsenic, from the world’s ecosystems.  SDG 3.9 aims to “substantially reduce the number of deaths and illnesses from hazardous chemicals and air, water, and soil pollution and contamination.”  And SDG 6 (“Clean water and sanitation”) includes target 6.3, calling for an “improvement to water quality by reducing pollution, eliminating dumping and minimizing the release of hazardous chemicals and materials” (https://sustainabledevelopment.un.org).

Democratic Republic of Congo’s outgoing government on Monday defended decrees granting former ministers lifetime salaries and other benefits following strong criticism in a country where most of the population lives in poverty.

Prime Minster Bruno Tshibala, who is due to submit his government’s resignation to new President Felix Tshisekedi in the coming days, signed the decrees last November, but they were only widely reported in the media last week.

One provides for former prime ministers, starting with Tshibala, to receive a monthly salary equivalent to 30 percent of the current prime minister’s, a monthly housing stipend of $5,000 and health care overseas.

Granting so many lifetime privileges to an entire former government is not consistent with our socio-economic context,” Nkanga wrote on Twitter. “It is excessive and needlessly costly for the public treasury.

The other decree calls for former ministers to receive monthly salaries equal to 30 percent of the current minister’s, a $1,000 monthly housing stipend and one international flight per year in business class.

A typical minister’s monthly salary is nearly $4,000.

The government says the payments to ministers are to prevent them “falling into destitution”.

Reports of the decrees’ provisions drew outcry from across the political spectrum, with one human rights activist, George Kapiamba, labelling it “an attempt to perpetuate a system of the pillage of public funds”.

Patrick Nkanga, an adviser to President Joseph Kabila who stepped down last month to make way for Tshisekedi, also criticised the measure.

“Granting so many lifetime privileges to an entire former government is not consistent with our socio-economic context,” Nkanga wrote on Twitter. “It is excessive and needlessly costly for the public treasury.”

Speaking at a news conference on Monday, Tshibangu Kalala, an adviser to Tshibala, said the decree was consistent with other laws granting benefits to retired officials, including former presidents and judges.

“The modest material advantages recognised for former high state officials…are not intended to enrich these officials but to grant them a vital minimum (salary) so they don’t fall … into indigence and precariousness,” Kalala said.

Congo is Africa’s leading copper producer and the world’s top miner of cobalt, which is essential to electric car batteries, but it remains one of the world’s least developed countries due largely to poor governance and corruption.

Kabila’s anti-corruption czar estimated in 2015 that Congo loses up to $15 billion a year due to fraud. The annual state budget is about $5 billion.

Tshisekedi has promised to crack down on corruption, but critics question whether he will have the authority to tackle the well-entrenched networks that perpetuate it.

PYJ FINAL AGREES TO APPEAR BEFORE WAR CRIMES COURT

  

Nimba County Senator Prince Y. Johnson (PYJ) said he will appear before a War Crimes Court if such court is established to prosecute those who committed heinous crimes during the Liberian Civil War.

Senator Johnson said if such a court is established, he will appear before it as was the case when he appeared before the Truth and Reconciliation Commission (TRC).

 Senator Johnson whose forces, the Independent National Patriotic Front of Liberia (INPFL) captured the late President Samuel K. Doe in September of 1990 at Freeport of Monrovia at the height of the Liberian Civil War and subsequently immensely tortured the late President leading to his death said with confidence, “when I appear before the War Crimes Court, I will be acquitted.”

The Nimba Senator said he had been hesitant to appear before a War Crime Court because the brokers of the peace that ended the Liberian Civil War in 2003, did not called for such a court but a Truth and Reconciliation Commission (TRC).  However he said if such War Crime court is set up now, he will appear to explain his side. ”When I appeared before the TRC, that body praised me for being a disciplined soldier who did train and properly discipline my soldiers during the war,” Senator Johnson explained.

Senator Johnson made the disclosure yesterday on the Prime Morning Drive on Prime FM when he phoned-in to explain his side of the commotion which erupted between him and Bomi County Senator Sando Dazoe Johnson in the Chambers of the Liberian Senate last Tuesday relative to the establishment of a War Crime Court in Liberia.

Senator Johnson has always spoke against appearing before a War Crime Court on grounds that the framers of the Accra Comprehensive Peace Accord which ended the fourteen years Civil War in Liberia opted for a TRC and not a war Crime Court.

In the past, the Nimba Senator to whom many are pointing accusing fingers for the commission of some of the most heinous crimes during the civil war in Liberia has threatened on many occasions that he had over a thousand men who are well armed in Nimba County and are on the standby to prevent him from appearing before a War Crimes Court.  Recently, the Senator said it is good things for him that people are calling for the War Crime Court and speaking publically for the establishment of such a court on ground that when situations get out of hand, he would know them and go and get them from their respective homes.

During yesterday’s radio phone in program, Senator Johnson said he is a disciplined soldier who executed his military orders in line with the Uniform Code of Military Justice (UCMJ).

Monrovia– In order to ensure transparency and accountability in the public governance sphere, the Center for Transparency and Accountability in Liberia (CENTAL), an auxiliary of a global network of accountability institution known as Transparency International (TI), has called on President George Weah’s Government to audit and prosecute past public officials that have been linked with the siphoning and or embezzlement of state resources.

Addressing a major press conference in Monrovia Tuesday, January 29, 2019, CENTAL’s Executive Director Anderson Miamen urged the Weah administration to implement the recommendations as a means of guaranteeing and or securing state resources from the hands of state looters.

The anti-corruption crusader further elucidated that implementing his institution’s recommendations would be the surest way of the government’s realization of its promise on making corruption an unacceptable practice in the country, especially within the public sector domain. His warning came as the Transparency International (TI) 2018 Corruption Perception Index (CPI) named and singled out Liberia amongst the worst performing countries in fighting corruption.

Vision: “A corruption-free Liberia, where people and institutions in all spheres of society act with integrity, accountability and transparency in all their dealings” Center for Transparency and Accountability in Liberia National Chapter Press Statement Released by the Center for Transparency and Accountability in Liberia (CENTAL) – January 29, 2019 The Center for Transparency and Accountability in Liberia (CENTAL) is pleased to announce results of the 2018 Corruption Perception Index (CPI).

The Corruption Perception Index (CPI) was established in 1995 and is used to measure perceptions of corruption in the public sector in different countries and territories around the world. CPI scores and ranks countries based on how Corrupt their public sectors are perceived, drawing on 13 surveys of experts and business people.

The score ranges from 0 to 100, where 0 equals the highest level of perceived corruption, while 100 equals lowest level of perceived corruption.

This year, 180 Countries were targeted, just as in 2017. The results paint a sadly familiar picture: more than two-thirds of countries score below 50, while the average score is just 43. Perhaps most disturbing is that the vast majority of countries assessed have made little to no progress, including Liberia that is among the worst declining countries since 2012—from a CPI score of 41, which showed appreciable progress, then, we have since dropped by 9 points to 32.

Citizens demand Transparency and Accountability

Recent anti-corruption protests from Mongolia to Romania to Guatemala, and even in Liberia, have made clear citizens’ outrage with politicians’ abuse of office and attempts to limit their own accountability, undermining democracy and good governance in the process.

Voters’ frustration with corruption and bad governance has also reshaped the politics of several countries in the past few years, with new leaders and faces emerging, especially on the African continent.

Global Trend and Analysis In 2018, Demark, New Zealand and Finland rank highest with scores of 88, 87, and 85 respectively.

Somalia, Syria, South Sudan rank lowest with scores of 10, 13 and 13 respectively. The best performing region is Western Europe, with an average score of 66 since 2017.

Meanwhile, the worst performing regions are Sub-Saharan Africa with an average score of 32 since 2017 and Eastern Europe and Central Asia with an average score of 35.

Although no country is free of corruption, the countries at the top share characteristics of open Vision: “A corruption-free Liberia, where people and institutions in all spheres of society act with integrity, accountability and transparency in all their dealings” Center for Transparency and Accountability in Liberia National Chapter government, press freedom, civil liberties and independent judiciary, while Countries at the bottom are characterized by widespread impunity for corruption, weak institutions and weak democratic values.

The African Region and Liberia in Africa, the best performers include Seychelles (66), Bostwana (61), Cape Verde (57) Rwanda (56) respectively.

Meanwhile, in West Africa, the best performers include Senegal (45), South Africa (43), and Ghana (41), while the worst performers are Guinea (28), Sierra Leone (30), and Liberia (32). Globally, Liberia ranks 120/180 with a CPI score of 32.

In fact, Liberia’s CPI score has declined from 41 in 2012 to 32 in 2018 correspondingly. Compared to other countries, globally, Liberia is among the biggest decliners since 2012, dropping by 9 points from 41 to 32. While countries like Ivory Coast, Burkina Faso and Senegal are busy improving their governance and democratic credentials; Liberia is fast declining in and undermining its fight against corruption.

Corruption and a Crisis of Democracy in Africa Sub-Saharan

Africa remains a region of stark political and socio-economic contrasts and many longstanding challenges. While a large number of countries have adopted democratic principles of governance, several are still governed by authoritarian and semi-authoritarian leaders. Autocratic regimes, civil strife, weak institutions and unresponsive political systems continue to undermine anti-corruption efforts.

Countries like Seychelles and Botswana, which score higher on the CPI than other countries in the region, have a few attributes in common. Both have relatively well-functioning democratic and governance systems, which help contribute to their scores.

CENTAL is deeply concerned about these developments. Liberia’s continuous underperformance, especially its position among the Worst Decliners worldwide. This speaks to government’s inability to address entrenched culture of impunity and enforce existing anti-corruption laws and policies.

Limited or no effort to comprehensively audit the past administration and prosecute allegedly corrupt officials; violation of the code of Conduct for public officials; and limited moral and financial support to public integrity institutions are counterproductive to the fight against corruption in the country.

Vision: “A corruption-free Liberia, where people and institutions in all spheres of society act with integrity, accountability and transparency in all their dealings” Center for Transparency and Accountability in Liberia National Chapter To reverse the trend and improve Liberia’s standing in the region and globally, CENTAL recommends the followings to President Weah and his Government: 1. That officials of all three branches of government, including the Executive, Judiciary and Legislature declare their assets, incomes and liabilities, in full compliance with the Code of Conduct for public officials. As recently reported by the LACC, the current limited compliance by officials, especially among those in the Executive and Legislature, is concerning and needs urgent attention. Such declarations, including those of officials from the previous government, must be verified, findings published and recommendations fully implemented.

  1. That a comprehensive audit of the past administration is commissioned to ensure that those who embezzled public resources are identified and prosecuted 3. Ensure the independence and vibrancy of anti-corruption institutions by giving them full moral, financial and logistical support to effectively operate 4. Ensure safe and secure environment for the media, civil society and other advocates to thrive.

Monrovia-Plenary of the Liberia Senate on Tuesday, 29 January 2019, descended into a dramatic scene as Senators Prince Y. Johnson of Nimba and Sando Dazo Johnson of Bomi Counties engaged each other in a fierce and emotional exchange of word of words which prompted Pro-Tempore Albert Chie to abruptly adjourn the day’s session.

In what appeared to be a personal verbal clash between the two senators who backed rival factions during the heat of the   Liberian Civil war took many by surprised yesterday as they engaged each other with questions that drew the ugly memories of the war years.

Up to now, there’s no evidence indicating the two men ever met face-to-face on the battlefield during the country’s civil upheaval which left more than 300,000 people dead and caused a massive refugee crisis of over 500,000. Traditional School Outclasses Academia

-As Academic Students Take Transfer To Sande and Poro Bush

It is widely said in Liberia that “If you feel education is expensive, try ignorance,” and that there is a road that leads to destruction which seems wide.

In the case of students leaving academic school in Margibi County to take transfer to the traditional bush school, it is not the matter of school being expensive, but ignorance and parental pressure could be the mastermind of it all, that is according to observers.

Latest report coming from Margibi County speaks of academic students (boys and girls) escaping from the classroom and going to traditional school in Liberia.

According to the ELBC correspondent in a Margibi County, the exodus of  students from the academic school to the Poro and Sande schools is taking place when students of that part of the country and the nation as a whole are gearing up for Third Marking Period Test.

“What is most embarrassing is that unlike the regime of former President Ellen Johnson-Sirleaf, where the traditional school used to take place while students were on break, the traditional school is actively in session while academic school in also in full swing,” the ELBC’s correspondent observed.

In 2013 the government of Liberia through the Ministry of Internal Affairs placed a moratorium on the active administrative running of the traditional schools (Poro and Sande) during the regular academic calendar.

Since then, authorities of the traditional schools (Chiefs, Zoes and elders) have been repeatedly warned against coming in conflict with the academic calendar since it has negative influence on the youthful student population of the country especially those in rural Liberia.

Some school principals in Margibi County are reportedly complaining of the situation that is causing reduction in the enrollment of students at affected schools, but there are fears of fight back since traditional zoes have magical powers and work mysteriously.

 Monrovia-A coalition of opposition political parties in Liberia yesterday, 28 January 2019 issued a statement in response to President George Weah’s 2018 Annual Message to the Liberian Legislature. During the reading of the nearly one hour thirty minutes prepared text which was read by Wilmot Paye, Chairman of the former governing Unity Party(UP), the nation’s opposition bloc accused the President of not living up to the expectations of the Liberian people, terming his speech as one that falls way below the bars. JOINT RESPONSE OF ALL LIBERIAN PARTY (ALP), ALTERNATIVE NATIONAL CONGRESS (ANC), LIBERTY PARTY (LP) AND THE UNITY PARTY (UP) TO PRESIDENT GEORGE WEAH’S JANUARY 28, 2019 ANNUAL MESSAGE

INTRODUCTION

Fellow Liberians:

For over one year, we have endured tremendous hardships imposed on you by what is evidently one of the worst governments on the Planet. We thank GOD ALMIGHTY for HIS providence and leading, and for preventing Liberia from sliding right back into violence despite provocation from fanatics and diehards of the ruling Coalition for Democratic Change (CDC). We also extend thanks and appreciation to our international partners and friendly governments for their continual contributions to the peace we all enjoy.

Fellow Liberians, we just listened to President George Weah’s Annual Message presented to the Legislature as mandated by Article 58 of the 1986 Constitution. As expected, he failed yet again to assure us that he is committed to serving as president for all. On January 22, 2018, President Weah pledged “to end corruption, be president for all Liberians”, and change the unacceptable trend of Liberians being “spectators in their own economy”. What you have endured in the last year is contrary to the pledge made on January 22, 2018.

From all indications, not only are Liberians spectators in their own economy but they are now also effectively bystanders in the affairs of their own country. The president, his cronies and a handful of foreigners are the main actors and participants in the Liberian economy. And even more appalling is that some of his foreign “business” partners have horrible criminal past in their countries.

Public corruption has galloped out of control. Governance is characterized by skullduggery, bigotry, hypocrisy, falsehood, abuse and misuse of public office and power. Violation of the Constitution and laws of Liberia has become commonplace and is pervasive throughout the administration. The president and his officials are above reproach, violating laws and tearing down systems and procedures with impunity.

Despite his declaration in early 2018 that he inherited an “empty” treasury, a claim later refuted by his predecessor, Ellen Johnson Sirleaf, President Weah and his officials have only worsened Liberia’s woes. Daylight robbery motivated by insatiable greed is on the rampage. This has caused a total loss of confidence and trust in the governance system.

Liberia is now a society Balkanized into those “for” and “against” George Weah. Those perceived to be against Weah are viewed by senior members of the administration as “enemies of the state”.  But in his message today, the president ignored the deepening division that he has caused in the country. His message showed no indication that his administration was committed to reconciling Liberia. Nevertheless, the president tried to deceive the world that Liberia is either still the country it was when he assumed office more than one year ago.

THE ECONOMY

The President’s message today portrayed Liberia, a country whose economy is already in free fall, as being “better”. Obviously, he just does not care about how many of you sleep hungry, how many Liberians are barely surviving, and how grim the prospects are for this economy to recover in the foreseeable future.

The president and his officials have destroyed whatever was left of the economy after the Ebola crisis. Yet, while you waited to hear some meaningful policy prescriptions for resuscitating the bleeding economy, he said nothing substantive to rekindle our hopes, reassure businesses, ensure investor’s confidence, and once more regain the respect of Liberia’s bilateral and multilateral partners. This is what a serious leader would do in difficult times.

With this attitude and posture, it is easy to predict that the Liberian economy will deteriorate further. This is worrisome. The country needs an immediate remedy. The administration does not seem to have the slightest idea of what to do in order to alleviate the suffering and hardships they have imposed on you within one year, which will only continue to intensify. The president’s message to the nation today was a waste of time because it failed to even hint at any concrete solution.

Our economy is declining exponentially. It is time to act. Otherwise, Liberia could be doomed forever. Today’s message has heightened fears and dampened whatever tinge of hope was left as you waited to hear any practical policy prescriptions on how to revamp the economic, return to good governance and avert further financial disasters that still lie ahead. We must act with some urgency to prevent the situation from degenerating into a humanitarian catastrophe. This has validated previous doubts about his capacity to. We do not think you should continue to take him seriously at all. The president failed to assuage Liberians.

The president and his cronies are celebrating while businesses are closing down, food prices are soaring and the prospects of jobs for young people graduating from colleges and universities grow dimmer, gloomier and grimmer.

Meanwhile, sick people are being turned away by hospitals and clinics and left to die at home because there are no medicines and such basic pieces of equipment as syringes. This is not a creation of the Opposition. We are not the one destroying the Liberian economy. Liberians know who is destroying this country in a manner never experienced since the civil war ended.

You do not (and will never) matter to them at all. They announced a tuition-free policy for all public universities and colleges, but visit our public institutions and community colleges across the country. They are no basic instructional materials. Because the administration has no moral compunction, it does not care about your plight. He failed disastrously to soothe a hungry population, needless to say assure or reassure you. He presented no panacea for salvaging this economy, and gave no clear direction on where the nation is headed. Simply put, what the president just delivered is an Annual Mess-Age; it lacks substance and this is not what the constitution prescribes.

Also, we have learned from very credible sources within the administration that Humming Bird is about to be awarded a Mineral Development Agreement (MDA). We are aware that the deal being proposed for this MDA will be injurious to the Liberian interest. In the wake of recent fraudulent loan deals that, we are urging both the Executive and Legislative Branches to cancel as it makes no economic sense for the Legislature to entertain such a deal.

Plans by the Central Bank of Liberia (CBL) to seek authorization from the Legislature for the printing of additional Liberian banknotes amid the unresolved controversies surrounding the mysterious disappearance of about L$16bn are counterproductive and will only worsen an already difficult monetary situation.

We urge the Legislature not to grant this authorization for reasons they already know.

 

INCREASING LEVELS OF CORRUPTION

Fellow Liberians, you waited in vain for detailed explanation from the president on how the administration “infused” US$25m into the economy in response to last year’s monetary crisis. There is no trace of how US$17m of this amount it was used. For the first time since Liberia returned to democratic governance, we have a president whose finance minister does not prepare quarterly or mid-term reports as required by Law, the 2018/19 budget being a classic example. Instead, the finance minister is like a parrot perched on the branch of an oak tree programmed to make noise. That is not the function of a finance minister.

The president needed to provide satisfactory answers for questions surrounding the L$16bn (some say L$15bn, L$10.5bn) reported by his own Ministers of Justice and Information, Cultural Affairs and Tourism to have gone “missing” last year. The message today provided no such answers other than what the nation has already heard.

He could not speak to these issues because of a previous position he had taken on this grave matter. Where is the report from the investigation commissioned by the president? We are shocked that the biggest scandal that has plagued this government will be addressed by two lines in the president’s message. What and irony!!! It looks like the nation should brace itself for many more millions, if not billions, to go “missing” without trace before the president leaves office.

We do not understand why the Legislature, a separate branch, has not shown interest in the grave issues that confront Liberia today.

We urge the 54th Legislature to immediately proceed to cancel the fraudulent EBOMAF, ETON and other dubious deals that have impugned on our nation’s reputation. More specifically, we encourage all opposition representatives and senators to demonstrate patriotism by pushing for cancellation of these and other criminal deals.

The vast majority of Liberians hate corruption, but the president has gowned and given it a top seat within his administration.

What did Weah say about it today? Nothing concrete at all because he lacks the moral rectitude to even mention it.

Do not take this year’s message seriously. Insofar as the president did not address your needs, concerns and the pains that you endure daily, his message lacks credibility. Remember that as you struggle to endure hardships imposed by bad governance fueled primarily by an unprecedented level of corruption, President Weah and his officials are busy enriching themselves. They are doing so at your expense. See what they have acquired for themselves in just one year despite the economy being in such a horrible state.

Besides, what you just heard from the president falls far short of fulfilling the requirements stipulated in the Liberian Constitution. It answers no questions about how his administration intends to tackle corruption. It fails to speak directly to the fiscal indiscipline and other myriad of financial improprieties that the president and his administration have caused in just one year.

Even the Public Financial Management (PFM) and Budget Laws are violated with impunity. The president and his team do not believe in accountability and transparency. This is one way they can fund their meaningless globe-trotting adventures.

They are wastefully spending your money. At the same time, they profess to be “working for you” or “in your interest”.  This is false! They are serving their own selfish interests. That is why they ignore your views and are trying to suppress dissent with acts of violence. They want you to cheer for them as they loot.

You are probably unaware that the administration has acquired a private aircraft to facilitate the president’s foreign travels. The same president who had lied that he “inherited an empty treasury” is the one flying in a private aircraft procured with your money. That aircraft is kept abroad to avoid any possible public backlash. They want you to believe the aircraft belongs to a “friend”.

This is false! There is no wealthy person anywhere in the world to be so “generous” as to allow the leader of any nation use their aircraft for every travel. Who bears the cost of maintaining such an aircraft? The president may be thinking that you have no way of determining if the aircraft he flies in regularly was purchased last year. That was part of the criminal loan deals that the president struck last year against growing public outcries.

Besides, it makes no financial sense for George Weah to pretend to have “reduced” the salaries of public officials under the guise of instituting austerity measures while at the same time he has increased non-program expenditure by more than tenfold. This is criminal.

Also, the president tried to divert your attention from the alarming pace at which he and his officials have been accumulating real properties. This is in flagrant violation of the Liberian constitution and laws. This is the same president who declared before a US court prior to the 2017 elections that he was insolvent.

He pleaded to pay US$160 a month for child support. In a single year, however, he has undertaken enormous private building projects for himself.

As he does this, prices of commodities have gone through the roof. The Liberian economy is bleeding profusely. There are no recovery efforts in sight. Where is the president getting the millions from to fund his private ventures? As expected, today’s message avoided this question.

Urgent actions need to be taken to curtail the unending wave of corruption and bring to bear the full weight of the law on those culpable of looting state resources at the detriment of the people and the country.

 

VIOLATIONS OF THE CONSTITUTION & LAWS; NATIONAL SECURITY; GOVERNANCE AND RECONCILIATION

The first year having been a disaster, most Liberians expected the president to apologize for the countless laws and provisions of the constitution that he and his officials have already breached since January 2018. Even though these violations are grave and warrant impeachment proceedings too, he does not care. He has no interest in promoting the rule of law and good governance during his tenure. This is an assault on our democracy.

You waited for one year for the president to speak to issues of concern to you. You expected to hear his position on the frequent attacks on the fundamental freedoms and rights guaranteed by the Liberian Constitution but which are today violated with impunity.

 

Liberians are today denied their basic rights, which include the right to life, freedom of speech, freedom of press and expression, academic freedom, freedom of assembly, freedom of religion and the pursuit of happiness.

These rights and principles form the basis of our national policies and are no gift from any president. They are immutable. Their implementation or enforcement does not depend on whether or not a president deems it necessary. President Weah has no choice but to show respect for them and ensure their unhindered implementation or enforcement.

For those Liberians who might have anticipated genuine transformation during this era, events of the past one year are sufficient to make you rethink. You need a rude awakening. You need to realize that our governance system has now reached crisis level.

Our response and the calls we are making for quick action have absolutely nothing to do with partisan politics. This is not an opposition affair. We are talking about Liberia’s eternal survival. We are talking about the artificial hardships that you face daily while the president and his officials steal your resources for themselves. In fact, this is a “Rescue Liberia” mission!  It is not about the regular CDC versus the Opposition. This is not the Liberia that even you in the CDC had expected to see under George Weah.

No, this is not about who has the capacity or muscles to unleash yet another round of violence. No, it is certainly not about violence. We are not talking here about encouraging, condoning and/or tolerating acts of violence. We detest violence against peaceful citizens and even violence against law-enforcement personnel. What we need is to restore sanity and decency.

But we know that when people feel directly threatened, they may be constrained to react in self-defense. If they have reason to believe that the Liberian National Police has been compromised and cannot guarantee their safety, they could react violently. The leadership of the LNP must choose between loyalty to the Liberian State and partisan allegiance to any group or political class. They must demonstrate that they have not been given any strict order to stand by as critics of the administration are physically attacked. The LNP leadership must be reminded again that the day of reckoning will surely come. When that day comes, they will account for their actions or inactions. In due course, you could be prosecuted.

Attacks against innocent citizens have become a routine. The continuous silence means tacit approval and complicity. This is a threat to peace. Soon the situation could spiral out of control.

Should the situation escalate before the president can show concern? When will he become the president that he swore to be? Who should answer these questions for him? He said nothing about this today.

Last year’s violence against the residents of Montserrado County’s District #13 during a by-election was not mentioned today. In that by-election, marauding bands of thugs brandishing deadly weapons disrupted a peaceful rally organized in support of Candidate Cornelia Kruah-Togba. That incident left many innocent citizens wounded. Even though the president was in the district campaigning for his party’s candidate when the attack took place, he ignored it.

So, it doesn’t matter to this president if scores of Liberians perished under his watch. As long as that is done in his name and against critics and political opponents, it does not matter. He will never bother to speak about it. He won’t as long as it does not serve his purpose. He has relegated the presidency to being an instrument for pursuing his narrow interests.

While the president was busy rehearsing his Annual Mess-Age, the nation woke up to reports of violence in the premises of a high school where Representative Yekeh Kolubah was hosting an event for children in his district. That event was violently disrupted by thugs led by an assistant minister. Even though many of the children were seriously wounded, that assistant minister is being celebrated by the administration. He is a free man while parents are struggling to pay the medical costs for children wounded by his action.

Representative Kolubah himself later informed Liberians and the world that his residence had come under gunfire during the early hours of January 21, 2019. According to him, the Liberian National Police simply stood by. In a country that had undergone nearly two decades of institutionalized mayhem, this is worrisome.

Yet, today’s message was not to address an issue as grave and life-threatening as this and other acts of violence. You probably expected that a reasonable reaction from any serious leader would have been to apologize to parents whose kids were wounded as a result of that assistant minister’s barbarity and bring that idiot to face the full weight of the law. This was never done.

What the president presented today was a compilation far removed from the harsh reality that you face. What he said today was simple. “You can cry and cry and cry and cry, but you will eventually get exhausted and capitulate to my whims and caprices. So, it is up to you”.  This is further evidence of arrogance and callous insensitivity.

For one year, this has been the hallmark of his administration. It shows that his administration will continue to downplay your pains and plight. This spells danger for Liberia. Such attitude is reminiscent of the days of anarchy. This is why we must put aside our ego, sectional, tribal, partisan and other parochial interests to unite in one accord. We must insist on an immediate and unconditional return to the rule of law. We cannot detour to lawlessness.

Look at how Liberia is gliding toward lawlessness under this president’s watch. This is happening under someone who served as UNICEF Ambassador for Peace, Chairman of a Peace and Reconciliation Committee. Is he serious about administering the affairs of Liberia? Should we all sit supinely and allow the president to proceed as he is doing and yet expect any different outcome in 2019 and beyond? We need to act before it is too late.

We must however act within the limits of the Constitution and Laws of Liberia. Under our constitution, citizens can act if their happiness is threatened. Liberia’s survival is under direct threat from this Government. This is the reality we face. For the first time in nearly fifteen (15) years, the culture of impunity is posing a more direct and serious threat to our peace. So, Liberians must stand together now!

We need unity in voice, purpose and action. Self should step aside. Now that you know who your new oppressors are, it is time to unite behind the “Voice of Reason”. Let us make the president and his administration do what is constitutional, legal, right, fair and just. They cannot continue as they did for one year. We need to save Liberia from greed.

You can work to preserve Liberia’s peace. You can help to restore the country’s dignity and raise your self-esteem again. We need to restore confidence and trust in our governance system.

In fact, governance must be about Liberians. Your happiness and satisfaction, as provided under our constitution, must be stressed every step of the way. No president should be allowed to undermine this.

We must never forget that more than 200,000 of our fellow citizens were slaughtered for the peace and democracy that the president and his administration are taking for granted. The human sacrifice was enormous. We have journeyed too far to be pulled back. It does not matter who is at the helm of political power in Liberia. Let wrongs be recognized as wrongs. They never mutate. Only the perpetrators change from time to time.

Additionally, there has to be an immediate end to the deliberate destruction of integrity systems and institutions. These integrity systems were designed to improve governance. They are the only civilized way whereby we can hold public officials accountable. Through these means, we had regained our reputation as a respectable member within the comity of nations. Yet, within a single year, that reputation has vanished! Liberia has once more become an example of a country with bad governance.

The president does not honor our commitment under the Extractive Industries Transparency Initiative (EITI). Procedures, laws and systems for Public Procurement and Concession have been breached. His refusal last year to declare his assets was to pave the way for his personal projects and private financial ventures.

If we do not take actions together to stop the waves of violations, the ultimate negative effect will be anarchy. Obviously, no Liberian wants anarchy. The president and his officials may be the only exception because they are the perpetrators.

Meanwhile, a campaign of witch hunt against critics and political opponents is underway at the all levels. Civil servants perceived to be “against Weah” are intimidated and dismissed. This is a grave situation. In a country wherein Government remains the biggest employer, the president does not care if many Liberians are dismissed to make way for his fanatics. You can now understand why he won’t say anything about violence against critics and opponents. It benefits him.

These are crimes against humanity that shall never go unpunished. It does not matter how long it takes. It is foolhardy for anyone to think that this administration can suppress dissent by intimidating critics and opponents. Maybe they have forgotten that every single act of lawlessness and violence perpetrated strengthens our resolve. It is helping to intensify the ongoing battle for the soul of Liberia.

Why was a National Population and Housing Census not held in 2018 (ten years after 2008) as provided by the 1986 Constitution of Liberia? Obviously, funding cannot be the excuse for an administration that spent more than US$1m to facilitate the president’s travels in one year, and is likely to spend at least US$10m on the president’s travels in six years. The refusal to organize a national census is a violation of the 1986 Liberian constitution. We will challenge any attempt to organize it this year.

Also, while the Legislature was on recess last year, the president appointed and commissioned George S. S. Patten, Sr. as Ambassador Extraordinary and Plenipotentiary to the United States of America and Canada. This is in flagrant violation of the Liberian Constitution. We therefore call on the Liberian Senate to insist on Mr. Patten’s immediate recall.

The situation in the country is troubling. The 54th Legislature should disprove growing suspicion among Liberians that it has now become an auxiliary organ of the presidency. The serious and decent members of this Branch need to promptly investigate all acts of violence and the many grave issues confronting the country but which the Executive Branch is downplaying. The 54th Legislature cannot join the president’s cheering squads. As we say here in Liberia, “Small shame is better than big shame”. So, you can redeem your image now!

The culture of impunity must stop now! This must stop before the 2020 senatorial election! Liberians have already suffered too much from violence and can tolerate it no further. Violence, as history has shown, will only beget violence. You must join us to save Liberia from its new predators.

We thank those senators and representatives who have distinguished themselves so far. Continue to stand up for Liberia. You are not alone in this fight. The Legislature should not be seen as abdicating its constitutional duty to the Executive Branch. There must be respect for the principle of separation of powers as enshrined in the 1986 Liberian Constitution. You cannot continue to allow the president to be above reproach.

In recent times there have been countless reports in both the local and international media about cyber violations. Even the British Government has prosecuted and convicted a hacker who was reported to have infiltrated Liberia’s GSM system.

It is strange that the Government of Liberia has remained mute on this development, which raises further questions and doubts not only about its commitment to growing the economy and protecting Liberia’s interest, but also the security of the nation.

We therefore call for an investigation into this situation insofar as it will reaffirm Liberia’s commitment under the International Telecommunications Union.

Fellow Liberians, you will note that President Weah made no mention of serious governance and other structural reforms in government. He was more concerned with seeking to repeal Laws that grant tenured positions to institutions of government that should promote good governance and integrity in the public service. Towards this end, we the four Collaborating Political Parties commit to mount pressure on the government and constructively engage our foreign partners to help institute the necessary reforms in our Electoral System to ensure Free, Fair and Transparent elections in 2020, 2023 and onward.

 

SEPARATION OF RELIGION AND STATE

Last week the president and his officials celebrated one year in office. What were they celebrating? They were celebrating their successful looting of Liberia. They celebrated their unlawful acquisition of properties at your expense. Indeed, they had to celebrate.

They celebrated your suffering. They are glad that you are enduring excruciating hardships while they enjoy your resources.

They celebrated the violence that their thugs and fanatics unleash against innocent citizens, which is now a routine. They will continue to celebrate a further dismemberment of the economy. They have nothing to offer you. They do not care if your children drop out of school because you cannot afford to pay their fees. They do not care if hospitals and clinics are empty of medicines and have therefore become temporary funeral homes rather than being treatment centers. They just do not and will not care.

While they were celebrating their looting of Liberia in disregard for the sufferings you have endured under his watch, one of the president’s spiritual advisors chose to insult your intelligence and abuse the moral sanctity of the nation. There are many genuine Christian preachers. They are on bended knees praying for Liberia. The Liberian clergy has always spoken out against societal ills. We value their courage to stand for the truth and with the suffering masses, as the Bible demands of them.

Religious leaders of every faith have never at any time forsaken the people. They see their sufferings and empathize with them.

Their mission has always been to give people hope in times of difficulties and pains. The Islamic Community has been outspoken against evil and ills in our Society. They expose ills and help to direct the nation and its people toward a morality that recognizes their plight and identifies with them in their sufferings. Liberians of all walks of life value their contributions.

But as he and his officials celebrated one year in office last week, the president listened as one of his religious advisors hurled insults at those who disagree with the way they have wrongly conducted the affairs of the nation so far. That event was held in a church founded, owned and operated by Isaac Winker, a close relative of the president and who also serves on the Board of JFK. Winker’s insults and pronounced “curses” were not simply directed at the president’s critics and political opponents. Instead, they were an assault on Freedom.

You are also aware that our constitution prohibits the establishment of any State religion. That is why we condemn the president’s decision to establish what, evidently, looks like a desperate move to regiment the entire machinery of Government toward the president’s unclear religious beliefs. Sooner or later public officials and civil servants will be intimidated and their true “loyalty” questioned if they do not subscribe to the president’s religious beliefs. Any theology that encourages the president to establish his own religion (whether church or mosque) while he is yet in office violates the Liberian constitution. His message failed to address this grave matter. In fact, he owes the religious community and the entire citizenry apologies for undermining the principle of separation of religion and state.

 

CONCLUSION

Is the president not ashamed that the economy is in tatters and that it will decline further? Is he unaware that businesses are closing down? That Liberians are being thrown out of business to make way for the president, his cronies and handful of foreign partners? Haven’t government ministries and agencies become idle because this administration is characterized by gross incompetence?  Did he say anything about this in his mess-age (i.e. mess+age)?

It was obvious that the president would harp about minimal efforts commenced to continue road and other works started years ago. We appreciate this. What one administration initiates, its successor should continue, especially with the blueprint available. Many of the ongoing projects were in their different implementation phases long before this administration came into being on January 22, 2018. What is at issue here is the violation of the PFM and Public Procurement Laws in disbursing funds for these projects.

Besides, where could the administration have begun from with its lack of direction and glaring incompetence if these projects had not been initiated before he assumed office? So the argument cannot be about who should claim credit. How the economy is performing is a major concern to Liberians. You Liberians wanted to hear from the president on how he intends to change the deteriorating trend and put the country back on course. He failed to do this today.

What you Liberians demand urgently is an integrated approach to development that prioritizes the key sectors to make them productive once again. You are anxious to see a model that identifies practical ways to solve our social, economic, political and cultural problems. You expected to hear how the president intends to:

  • maintain peace and security;
  • promote democratic good governance and the rule of law;
  • make agriculture real and productive once again (i.e. food and cash crop production for domestic consumption and export);
  • improve health-care services through hospitals, health centers and clinics that are operating at their full capacity;
  • improve Liberia’s global image and geopolitical standing;
  • make Liberia business-friendly and competitive once more;
  • take steps to end corruption as he swore to do;
  • make real the so-called tuition-free policy for public universities and colleges as pronounced last year and remove suspicion that the utterance was a mere publicity stunt;
  • continue efforts geared toward improving the quality of education;
  • reconcile a deeply divided country;
  • protect foreign direct investments while attracting new investors;
  • govern Liberia for all Liberians and not for his cheering squads or one small segment of society;
  • recognize that despite the fraudulent nature of the 2017 elections, at least 62% of Liberians rejected his leadership and therefore cannot be overlooked;
  • make real the promise that Liberians will not be “spectators in their own economy”; and
  • stop the witch hunt and clampdown against dissent and punish those employing violence in his name, etc.

 

We hope that the same interest, enthusiasm, energy, devotion, alacrity and speed with which the Legislature has proceeded to entertain impeachment proceedings against a member of the Supreme Court Bench will be shown in pushing for impeachment proceedings against the president for violation of the Constitution and laws of Liberia.

We call on the Legislature to initiate this action now because his administration has already violated Articles 14, 39, 62, 90 of the Liberian constitution, the Public Financial Management (PFM), Anti-Corruption, and Public Procurement and Concessions Laws. These laws were enacted to promote good governance.

We are prepared to work with those representatives and senators who will take up these violations. They are too grave to be ignored. If at the stroke of a pen the Legislature could entertain impeachment proceedings against a member of the Judiciary, what about instituting a similar action against the president for the many violations recorded within a single year? Should the Legislature wait for all provisions of the constitution to be violated before acting?

We will support and stand with those lawmakers who will muster the courage to take up this patriotic challenge. We will stand with you all the way. Wherever necessary, we will mobilize the whole nation behind this cause. We must remove the growing threat to our democracy and peace.

We appreciate recent utterance by the President Pro tempore of The Senate in assuring Liberians that Associate Justice Jan’eh will be accorded due process. We also laud the pronouncement that the so-called Dual Citizenship Bill cannot be considered in the absence of the appropriate constitutional amendment. The submission of such a bill without first considering the constitutional implications was a serious blunder.

Finally, as the nation bleeds from economic wounds inflicted on it by the CDC-led administration, today the President elected to present no clear policy prescriptions to remedy this situation. He downplayed the grave issue of corruption. In today’s message, he made no mention of measures that his administration has taken to end this menace. We expected this avoidance because he himself is wrapped up in the corruption blanket.

But you cannot avoid reality. A government that shows no remorse for or genuine commitment to addressing the issues and concerns of the citizenry and continuously encourages bad governance does not deserve their respect. We know that you certainly do not believe a word the president said today.

May GOD ALMIGHTY bless and save our wonderful and great Nation.  Unity all the way!

THE STATE OF OUR NATION IS STRONG…PRESIDENT TELLS LIBERIANS

Despite the many challenges facing the nation, President George M. Weah has declared to the Liberian people that the state of the nation is strong and peaceful.

Delivering his State of the Nation address yesterday in the Joint Chamber of the National Legislature, President Weah declared, “And so today, I stand before you with confidence, and declare that the state of our nation is strong, peaceful, united, stable, and promising, with great prospects for a better future for all.

The Liberian leader said despite all of these achievements during his first year, “We are not oblivious of the many challenges that lie ahead; neither are we concluding that we have reached our peak in addressing the issues that confront your livelihood. But I can assure you that we are more energetic and motivated than we have ever been.

“We are committed to changing your lives and to leading this Country to a prosperous future of countless opportunities. And that is why we have started our second year with a new mindset, a patriotic mindset geared towards total development, economic growth and empowerment,” President Weah added.

The President went on, “We will not rest until we reach our zenith. We will not rest until we pave that last road leading to the remotest part of our country. We will not rest until prices of basic commodities are made affordable; and the equitable distribution of our national wealth is achieved. We will not rest until we see improvements in every sector of our society.”

President Weah said it is a little over a year since he took on the mantle of leadership to transform Liberians’ lives for the better adding, “It was a journey of profound opportunities and endless possibilities.  At the same time, it was a Herculean task filled with challenges.   But I am grateful that we were able to sail safely through difficult times in our first year of Service to our people.  Certainly, this could not have been possible without the help and guidance of the Almighty; but also due to your patience, sacrifices, collaboration and cooperation.”

“When we accepted the challenge to serve our People about a year ago, not only was it the dawn of a new era for our Nation; but an opportunity to right the wrongs, address the plights of our people, heal their wounds; and confront every challenge and obstacle that stood in the way of transforming the lives of the Liberian people for the better.  Today, I can state with understandable pride, that we did not disappoint our people; neither did we fail them.”

According to the Liberian leader, with the support from the two other branches of Government and International Partners during the course of our first year in office, “I can confidently state that Liberia is far better today under our leadership, than it was twelve months ago when we were entrusted with the mandate to serve our people. This is also because of the diligence and tenacity that we brought to the process. We were resolved for change, and we remained committed to that cause during our first year of service to our people.”

President George M. Weah has consoled family of the late Deputy Minister for Operations at the Ministry of National Defense, Ernest Vafee over his demise.

In a brief statement, the Liberia leader noted, “Earlier today, our Government was struck with the disastrous news regarding the death of one of our Deputy Ministers, Mr. Ernest Vafee, Deputy Minister for Operations at the Ministry of Defense.”

President Weah added, “We are deeply saddened and devastated by this tragic occurrence, and wish to extend our heartfelt sympathies and deepest condolences to the bereaved family as they go through this time of grief.”

“In view of this sad occurrence, “We hereby join the families of Minister Vafee and the Ministry of Defense in mourning the passing of a true professional.”

President Weah described the late Minister Vafee as a great patriot with an impeccable record of service to the Nation. “He was an outstanding public servant whose love for Country was unquestionable. His passion to serve and penchant for excellence was unprecedented, he added.

According to the Chief Executive, the death of this noble soul has left an indelible mark in our hearts; and he will forever be remembered for the tenacity and professionalism he exhibited during his service to Country.

“We cannot overemphasize how stricken we are by this calamity and the pains we are enduring from the loss of this profound public servant. Our hearts and prayers are with his family, and may Heaven heal their wounds, President Weah added.

“On behalf of the Government and in my own name, I wish Minister Vafee a peaceful rest and may light perpetual shine on him,” he added.

He among other thing concluded, “Rest on Vafee! Rest on! You fought a great fight and Thanks for your exceptional service to your Country.

30,000 Water Filters for 240,000 Residents in 5 Counties

The Last Well, Public Works’ Collaboration Achieves Positive Result

The recent memorandum of understanding (MOU) signed between The Last Well and the Ministry of Public Works produced its first positive fruitage when, through the MPU, 30,000 water filters at a cost of US$277, 600.52 were released from the Freeport of Monrovia yesterday and stored at The Last Well’s facility at the Samuel Kanyon Doe Sports Complex.

The Last Well is a United States and Liberia-based international Christian humanitarian organization which had a dream ten years ago to provide safe drinking water to Liberian communities by the year 2020.

The Last Well and its partners have completed assessment in five counties: Grand Bassa, Sinoe, Maryland, River Gee, Cape Mount, and River Cess where the filters would be distributed. The distribution will be done with the supervision of The Last Well and the Ministry of Public Works’ representatives.

Mr. Doc Lawson, vice president of operations of The Last Well, told journalists that the arrival of the 30,000 filters would help 240,000 in the five counties to have access to safe drinking water. “I’m glad that once the filters are distributed and the beneficiaries are taught how to use and maintain their filters, no Liberian in those counties would die for drinking dirty water,” Doc Lawson, elated, said.

He said it has been ten years since he returned to Liberia with the single objective of providing access to Liberians in order for them not die because of dirty water, as he has observed in his visits to the leeward counties.

He said The Last Well’s effort to provide safe drinking water to Liberians is meant to assist the Liberian government in its mandate to provide quality drinking water to the Liberian people.

“I am so excited that today, due to our collaboration with the Ministry of Public Works, we were able to get the 40-foot container with the materials intact,” he said.

It may be recalled that The Last Well and the Ministry of Public Works signed an agreement to work together in order to provide safe drinking water to Liberians in the five counties.

“This MoU is significant,” stated Public Works minister Senator Mobutu Vlah Nyepan, after he had tasted dirty water purified by the water filter. “This goes to show that Liberians are blessed for The Last Well to come down to help our people,” he added.

Minister Nyepan warned beneficiaries not to sell their water filters. “Do not sell the water filters, I beg y’all,” he stated. “Make use of it and prevent yourself from getting sick from water-borne diseases.”

According to The Last Well, among the top ten leading causes of death in the world is diarrhea, which is caused largely by a lack of safe drinking water. Diarrhea is estimated to have accounted for 1.5 million deaths in 2012, and The Last Well said while that number has improved from 2.2 million diarrhea deaths from a decade ago, the reality is that these deaths are preventable, with access to clean drinking water and sanitary education.

Hence, it was a challenge from young members of the president of The Last Well, Dr. Todd Phillips, whose church is located in Texas, United States. After several days of research, the young members agreed to use water to make a difference, and all pointed to Liberia as the country that needed clean and safe drinking water.

The Last Well identified Doc Lawson, who was ten years when he left Liberia to travel to the United States and who, it turned out, had a passion to give back to his country.

During the unloading of the filters yesterday at the Samuel Kanyon Doe Sports Complex, Mr. Lawson could not contain his excitement, as he stated repeatedly, “Now I know that no Liberian in the five counties would die because of drinking dirty water.”

He commended the Liberian government, the Minister of Public Works and the Minister of Youth & Sports for their collaboration to get the filters into the country.

PRES. WEAH INFORMED SENATE OF AMB. PATTEN’S APPOINTMENT

  

President George M. Weah has informed the Liberian Senate through a communication that he has appointed Mr. George W. Patten as ambassador extraordinary and plenipotentiary of the Republic of Liberia to the United States of America.

The Liberian leader noted that this was done in accordance with article 54 of the Constitution of the Republic of Liberia and the Senate standing rules; rule 55 Section 6.

  Article 54 of the Constitution of Liberia states “ The President shall nominate and with the consent of the Senate, appoint and commission cabinet ministers, deputy and assistant cabinet Ministers, Ambassadors, Ministers, Consuls; and the Chief Justice, Associate Justices of the Supreme Court and Judges of subordinate courts; Superintendents, other county officials and officials of other political sub-divisions; members of the military from the rank of Lieutenant or its equivalent and above; and Marshals, Deputy Marshals and Sheriffs”.

Rule 55 Section 6 of the Senate standing rule states “Appointments made by the President of Liberia in the Executive and Judicial Branches of Government during the recess of the Senate or the Legislature, which are by the Constitution of Liberia, tradition, statute and other laws subject to Senate confirmation, shall be communicated to the Senate at the end of the recess or adjournment”.

Senators argued heatedly on the President’s letter, some Senators said the President is in error in using the word, appoint, that it should have been nominate. Others argued that the letter of appointment of the ambassador is in violation of the Constitution of Liberia and it should be returned to the Ministry of Foreign Affairs for correction.

Grand Bassa County Senator, Jonathan Kaipay made the motion that the letter be received and turned over to the committees on Foreign Relations and Judiciary to advise Plenary on what step to take next.

Meanwhile, Ambassador Patten has presented his letter of credence to President Donald Trump of the United States of America. The ceremony took place in the Oval office of the White House in Washington D.C. on Friday, January 11, 2019.

President Trump accepted the letter of accreditation from President Weah and extolled the special relationship that exists between Liberia and the United States of America, which he said is stronger now than ever.

 Hundreds of jubilant Lofa Citizens if not thousands, trooping in their numbers from various towns, villages, including district headquarters, like a group of loyal soldiers assembling for a muster aimed at performing a major task at hand-joyfully marched through the principal streets of Kolahun City, Lofa County, on Saturday, 22 December 2018- to welcome Senator Steve J.H. Zargo on the official launch of his 2018 annual legislative report-a character they considered a true political neutralizer whose affable leadership style crosscuts all of Lofa’s six tribal divides including Gbandii, Lorma, Kissi, Kpelleh, Mende, and Mandingo.

Unlike previous reports, this year’s annual legislative report, an event which saw the fourth in the series of yearly legislative reports released by Senator Zargo, women, the elderly, youths, and even the physically challenged, participated in grand style. 

With Sasa and other traditional instruments echoing the city’s blue but calmed skies, the excited Lofa Citizens danced, sang, and waved banners bearing pictures of Senator J.H. Zargo, while others who could not meet the advent of time stood and watched the unfolding from a distance.

Also, while others took to the streets in open demonstration of their willingness to participate in the program, the youths, coming from all of the county’s six administrative districts, were seen mobilizing to climax the day’s activities with a mini soccer tournament in which Senator Zargo officially took the kickoff.

Asked why were they so excited about the day’s event, a couple  of Lofa Citizens who spoke to this news outlet lavished positive expressions on the Senator for what they called his ability to bring “Lofians” together in the midst of religious, political, ethnic, and  tribal diversity.

“I am happy to form part of the activities here today because Senator Zargo is a good man. He’s my Senator. He does not care about whether you are a Gbandii, Kissi, Lorma, or a Mandingo man. He has always rallied Lofa Citizens to come together for the betterment of our county,” Momo Salia, a youth from Polorwu Town, Wanhassa District, told the “Liberian Network” in a separate interview in Kolahun.

“My name is Hawa Ngorbu. I live in Cevelahun, but I am here to form part of this occasion because he’s my Senator. I love him because he believes in empowerment of the people. Since becoming Senator four years ago, Senator Zargo has positively impacted women, the elderly, the youths, including several of our school kids in this County. Some of our children are in school today because of his scholarship,” another happy woman averred to this news medium in an interview immediately after the release of the legislative report.

 Meanwhile, Saturday’s annual legislative report launch also witnessed the Senator making a rallying call for all ‘Lofians’ to unite for the betterment of their County. Senator Zargo, whose report underscored unity as the chief proponent of the development of the county, cautioned his fellow kinsmen to do away with vices of the past and advised them to work toward the improvement of the wellbeing and welfare of the people of Lofa County.

“Today, I have come here today knowing fully well that we can do better and, the only way we can do better for our county and our people is for us to do away with issues such as tribe, greed, self-centeredness, among others. We must collectively work toward achieving our collective objectives as citizens of this great county once we can hold together as one family,” he urged.

He described Kolahun as a special place in his heart, noting that: “I am so happy to be here today. Each time I come here, I get a special feeling because this was the same place I remembered my daughter died during the heat of the civil war. Besides, Kolahun is my mother’s home. It holds a special place in my heart. I will never forget the people of Kolahun. However, I want you to realize that I am not Senator for Kolahun alone. I am Senator for all the districts within Lofa County, and I want everyone to work together because Lofa deserves better from all of us.”

Established in 1964 as one of Liberia’s political sub-divisions, Lofa County is arguably Liberia’s largest governmental provinces, and also the country’s most diverse. The county lies within the northern region of Liberia. It has six different tribes (Lorma, Kpelleh, Mende, Kissi, Gbandii and Mandingo) with huge cultural diversity and unique traditional heritage. Despite a significant similarity in cultural practices, each ethnic group has its own distinct way of viewing and affecting its cultural practice based on the set of values and belief, including different sets of religious practices, which make them unique in their own style. For example, except for the Mindingo tribe, the remaining five tribes in the county share the old aged common practice of the “Poro and Sande” traditional bush Schools which teach boys and girls how to fetch for themselves.

At the same time, six tribes within the county uniquely share Christianity, Islam, and the traditional methods of worship which include slaughtering of live animals and giving to nature (worshiping of Rivers, Stones, and ECT). Prior to the country’s civil war, Lofa used to be the bread basket of Liberia, producing the highest quantity of locally produced rice on the market, a position in which it is now struggling to regain.

FONATI LEADS RACE FOR DEPUTY SPEAKER POST

MONROVIA-With barely a week to the conduct of an election that would usher in the next Deputy Speaker of the Liberian House of Representatives, finding from an investigation launched by the Liberian Network puts Grand Kru District#1 lawmaker Jonathan Fonati Koffa well ahead of rivals.

Cogent information reaching our news desk reveals legislator Koffa, chair of the House’s Committee on Judiciary, has already secured vote guarantees from 18 out of 73 lawmakers.

According to reliable sources close to Representative Koffa’s office, which is highly classified, additional commitments have been made by lawmakers who were undecided in the upcoming Deputy Speaker election which political analysts say would be very charged.

The impending Deputy Speaker contest at the Liberian House of Representatives comes following the election of incumbent Deputy Speaker Prince Moye as Senator elect of Bong County. Mr. Moye replaces outgoing Senator Henry W. Yallah. His transitioning to the Liberian Senate leaves the slot open for competition amongst lawmakers who have expressed vested interest in filling in the vacant position.

Analysts have predicted a tight race between Representative Koffa who hails from the governing CDC party and the Unity Party aspirant Clarence Massaquoi, who represents the opposition bloc. There are reports that Representative Massaquoi is also engaged in an intense behind the curtains campaigns with members the House of Representatives in an attempt to nab victory. Details on the outcome of these meetings are still emerging and would be conveyed to the public via our next publication.

The election is a constitutional fulfillment, including rules 8.1 and 8.2 of the House’s standing rules. Rule 8.1 of the House’s standing rules states that: in the absence of the speaker, the deputy speaker of the Honorable House of Representatives shall preside over the sitting of the august body and shall exercise all rights and powers assigned to the speaker. In the same vein, rule 8.2 also states that:  the Deputy Speaker shall assist the speaker in the discharge of his/her functions, and he/she shall perform such duties as the Speaker shall delegate or deem appropriate and shall also initiate financial and other transactions prior to the approval of the Speaker”.

The Deputy Speaker election is to also accompany the President’s address to the Liberian legislature, an event which takes place on the fourth working Monday each year, according to the 1986 Liberian constitution.  The Liberian constitution provides that the President, who’s also the Head of State, addresses a full assembly to satisfy this constitutional mandate. The upcoming Deputy Speaker vote is expected to complete the terms and agreement of the constitutional phrase “full legislative assembly”.

So far, Representative Koffa is expected to compete with lawmakers Clarence Massaquoi of Lofa County District#3, Samuel Kogar, Nimba County District#5 and chairman of the People’s Unification Party (PUP). The list of aspirants for the Deputy Speaker slot also includes lawmakers Moima Briggs Mensah, Representative of Bong County District#6, Sinoe County legislator Crayton O. Duncan, and Montserrado District#11 Representative Richard Koon, according to unconfirmed sources, has also thrown his heart in the race for the vacant slot. There are reports that Bong County legislator Moimah Bridge Mensah is also curtained to join the contest for the House’s Deputy Speaker position.

Political analysts predict the election would be highly concentrated on party and sectional lines. There are also indications that the political playing field would have some minimum influence of bipartisan politics which not common to the Liberian political theater.

Notwithstanding, reports gathered by the Liberian Network says momentum for the Deputy Speaker election appears to be weighing  the heaviest within lawmaker Koffa’s camp. The Grand Kru legislator, famous for his great lobbyistic power and skills, is said to be topping the list of aspirants for the position. A couple of legislative insiders speaking to this news company on condition of anonymity weighed Representative Koffa’s strength on his interpersonal relationship with most of his colleagues  in the legislature who, according to our informer, are upbeat about his ascendency to the post, putting him well ahead of his political opponents.

“I will put his chance of winning the position at 85%,” one lawmaker, who claimed to be in the camp of lawmaker Koffa, said without making  his name public for fear of exposing the group’s  winning strategy. “I can tell you for sure that he would win the Deputy Speaker position. Amongst the aspirants, I think he’s the most qualified, competent, experienced, and very accessible to his colleagues,” our respondent replied when quizzed further on the election.

Meanwhile, Representative Koffa’s Deputy Speaker bid has also received backings from some civil society groups and youth organizations across the country.  The Investigative Journalist Network of Liberia-IJNL, a powerful media group which crosscuts Liberia’s fifteen political subdivisions, named Representative Koffa as its man for the Deputy Speaker position.

“Distinguish members of the House of Representatives of the 54th Legislature, who have the Legitimate Constitutional right to determine who to be the next deputy speaker of the Honorable House of Representatives, members of the Executive and Judiciary branches of government, fellow citizens. From the day the National Elections Commission (NEC) announced that the deputy speaker of the House of Representatives Prince Moyee was the winner of the senatorial election in Bong County, several of his colleagues who are representatives of the 54th Legislature have declared intention to contest the position,” the group said in its press release issued in Monrovia a fortnight ago.

IJNL says finding from its recent investigation carried out amongst members of the Liberian House of Representatives proved it is convinced, beyond all reasonable doubts that Representative Kofa’s selection was driven from every spectrum of society including his colleagues who are poised to elect him as Deputy Speaker of the House of that august body. 

“Notwithstanding, as executives and members of the INVESTIGATIVE JOURNALIST NETWORK OF LIBERIAL, a critical body that microscopes all sector of the Liberian society, has been investigating and has come to the realization that of all those who have announced their intent to contest in the ensuing deputy speaker election of the Honorable House of Representatives, Representative J. Fonati Kofa could be the right person to ascend said position,” the IJNL announced.

All eyes are now on an election whose outcome is likely to influence shift of President’s policies in the last three years to end of his first term presidency, experts say.

Communities Use New App to Track Illegal Logging

SALAYEA, Lofa County – Rural towns and villages are now using ForestLink, a new app, to track illicit forest operations and deforestation across Liberia, including illegal logging and mining, and poaching in their communities. The tool also makes it possible for them to store and share information on mobile phones in a short period of time from the places those unlawful activities are reported.

“This is one better way that we can improve the forest sector management and governance process,” says Samuel Kwenah, the contact person for the extractive industry and human rights at Save My Future Foundation (SAMFU. “This is a very good system that will help to ensure transparency and accountability in the forest sector. We are going to support it to the fullest.”

Developed by Rainforest Foundation (RFUK) in 2015, ForestLink is part of the group’s goal of strengthening community oversight in managing their forest resources. The technology forms part of growing international efforts aimed at ending illegal timber sales across West Africa’s tropical rainforest. Liberia is one of the latest countries where the app is being used. It has been in use in Cameroon, Democratic Republic of Congo, Ghana and Peru.

The app is a breakthrough for communities affected by logging concessions, who struggled over the years to keep companies and government in check, and intruders out of their forests. User-friendly, it asks the yes or no questions and can record details such as the diameter of trees. It has room for report on violations of forest laws and regulations.

“We are very excited and upbeat that the technology would make a significant difference. Tracking violations in the past proved to be difficult as volunteer would manually collect information from the field, come to Monrovia before preparing their reports,” says Roland Harris, the head of Independent Forest Monitors (IFM), the civil society group that is training community volunteers to use the app. “This took a lot of time, resources, and energy. By then, it was difficult to validate whether or not these reports were scientific or evidence-based.” 

Since its introduction in Africa three years ago, the technology has made important inventions in helping Cameroonian and Peruvian authorities halt several instances of illegal forest operations and timber sales there. That is starting to happen in Liberia, too. Several violations have also been tracked in Lofa, Nimba, Grand Gedeh, Sinoe, and Gbapolu counties in the last 10 months, community volunteers say.

“According to reports that we have in our possession, logging companies are seriously operating out of their concession areas,” says Washington Kpawulu, a volunteer from the Mulbah Willie Village, situated four kilometers northeast of the Salayea District.

Kpawulu did not say what logging companies were involved and where the irregularities were recorded. However, Harris announced that that information on the violation would be released in the group’s first major report on the new technology in the first quarter of next year. Harris and team had planned to launch the report at the end of last month but did not meet deadline.

Challenges

But Harris says there are resource and logistical constraints, a need for mass awareness on the system across communities, and more volunteers. However, 22 local monitors have trained to operate the mobile technology in 12 forest communities, according to him.  

“We have over 100 forest communities that we have to reach with this technology,” Harris says. “At the end of this November, we are going to engage in mass community awareness to tell our people about the potential benefits of this new system.”

Hope

Liberia has a bloody history with illegal logging, which is still an issue today.

During the country’s civil war (1989 – 2003) rebel factions used proceeds from illegal timber or “logs of war” to fund their wars. The United Nations imposed sanctions on Liberia’s timber in 2003 in an effort to stop the practice. Liberia rewrote its forestry law and placed communities at the core of the new era. A transparent process was put in place using barcodes to track logs from harvest to export. The codes are monitored by Société Générale de Surveillance (SGS), an independent Swiss firm. It was an integral part of the country’s forestry reform that led to the UN lifting of the sanctions in 2006.

The 2006 National Forestry Reform Law of Liberia gives communities the right to participate   and benefit from their forest resources. However, implementation of the statute has been a problem. A widespread of abuse of logging contracts led to a scandal in 2013, the biggest since the end of the country’s civil conflict. Eight officials of the Forestry Development Authority (FDA), including Moses Wogbeh, its managing director were indicted. A report by Global Witness—an international NGO that helped steer Liberia’s forestry reform—last year found that logging companies were exploiting community forestry.

Kpawulu of Mulbah Willie Village, which falls within Alpha Logging and Wood Processing Company’s concession area, says the app is already breaking barriers and offers hope.

“I am happy that the arrival of this app has increased company compliance with community social development contracts,” he tells FrontPage Africa in an interview against the foggy, 119,240-hectare woodland between Gbapolu and Lofa counties. “Since the arrival of the technology, we can see that our market roads are being rehabilitated for the smooth movement of our people and transportation of goods.”

Monrovia-As campaign activities intensify across Liberia ahead of the December 8 midterm Senatorial election, Grand Gedeh District-1 Representative Zoe Emmanuel Pennue has told hundreds of jubilant GrandGedeans that he would be their next senator.

“I can proudly say that I am among five lawmakers at the Liberian legislature who have been elected three tems (18 years) to serve my people. We have been able to do this through the great service that we have rendered and continue to render to our people. I do not need a Master Degree to know that our people need quality education, healthcare, empowerment, and meaningful opportunities for them to realize their individual potentials in life,” Representative Pennue said as the crowd responded with singing, dancing, and chanting of varying political slogans.

“While our opponents are worried and busy hurting themselves all around, I have announced that I need only 10 days to go to Grand Gedeh and tell my people that I am their next Senator,” he said.

He told his supporters to not be perturbed about what he termed as cheap politics being instigated by his political rivals and urged fellow GrandGedeans to make good use of the golden opportunity they have in their hands by electing him as their senator, something he described as the surest way of bettering their lives.

“There should be no fear or worry for us because our people know the level of positive impacts that we’ve made over the years to improve their livelihoods. Electing me as their Senator is only confirmation of their trust and confidence reposed in us base on the level of work that we have done for Grand Gedeh County for the last 18 years,” he said at the endorsement program organized by the Zoe Pennue Movement-ZPM.

Lawmaker Pennue also espoused that acting on the mandate of the CDC; victory would be clinched by him in the county, vowing, “I want for Chairman Morlu and President Weah to know that Grand Gedeh is just waiting to be part of the inauguration because we have already won the election as Senator of Grand Gedeh County.”

Also speaking at the endorsement event, House Speaker Bhofal Chambers thanked GrandGedeans for their continued and relentless support to Representative Pennue and urged them to hold together as election day draws closer.

” I have known Hon. Pennue to be a good man over the years. He has a proven track record that shows that he loves the people of Grand so much. I thank God that you continue to give him this level of support. You have demonstrated that truly, you are wonderful people who would work together to help him win the Senate Seat in the county,” Speaker Chambers opined.

He nonetheless launched an appeal to the crowd to give similar backing to other CDC candidates vying for the Senate Seat in other counties. He announced November 26 as the date for departure to Grand Gedeh County.

Grand Gedeh County, situated in southern Liberia, is located 480 miles away from the Liberian Capitol Monrovia, and is home to one of the country’s heavily endowed Forest regions. The county is also the home of slain Liberian President Samuel K. For and it is predominantly made up by the Krahn ethnic group which also strong historical link with neighboring Ivory Coast.

As of the 2008 census, the county has 126, 146 population, making it the ninth most populated county in Liberia.

MONROVIA-Liberian House Speaker Bhofal Chambers has described his country’s current money crisis on the market as an act of domestic terrorism that he claimed is meant to create economic sabotage in the country, angrily avowing that those involved in the currency hauling must be jailed to serve deterrence.

“We can only classify this act to mean domestic terrorism and an economic sabotage. This situation has a national security threat, and our NSA, LNP, and other security apparatuses must get fully involved in addressing this situation by bringing the perpetrators to book,” a furious Speaker Chambers said at a news conference in Monrovia today.

Speaker Chambers’ comments came in the wake of the shortage of Liberian dollars in the banks and on the market for the public’s use. The situation has also led to an unprecedented hike in the price of major commodities on the market, low exchange rate between the United States and Liberian Dollars, two legal tenders currently serving the Liberian public for domestic use.

Liberia’s current exchange rate has dramatically fallen to USD1 for LD750 or USD5, but the price of essential commodities remains extremely astronomical on the local market despite this shift in the exchange corridor.

Rice, Liberia’s staple food, also considered to be a political commodity, is currently sold for LD2500 or USD16.50. The situation has triggered extreme anger and indignation from the local population-which is being directed at public officials responsible to regulate the sector.  

After several years of high growth and moderate inflation, the post-war Liberian economy experienced several external shocks over the past five years that have led to a downturn in growth and a jump in inflation and currency depreciation.

Since its inception as an independent state in 1847, Liberia has kept a much divided social and economic structure. This divided social structure has shaped a growth pattern, where concessions agreements in mining and agricultural plantations make up the bulk of GDP and exports. Hence, exports and fiscal revenue are exposed to highly volatile commodity prices. Moreover, the very nature of the production composition is such that poverty and jobs do not positively respond to any growth in GDP.

The last four months have seen people getting stocked at various commercial banks, where the Liberian banknotes are said to be low in deposit. Liberia’s ongoing cash crisis has also been blamed on the lack of trust in the banking system, leading to thousands of locals closing their private accounts and keeping their monies at home.

It is believed that some top businesses people in the country have also created personal vaults at their institutions and private homes away from the banks, leaving the market with few banknotes and causing artificial exchange rate. More than LD20bn is currently out of the country’s banking system, experts say, while only LD2bn is within the banking sector.

The situation is also compounded by the spread of mutilated banknotes on the market, a situation which poses difficulties for the exchange of goods and services as people are frequently seen rejecting the spoiled money.

While ordinary people continue to hold on to the perception that bank regulators in the country are responsible for the latest financial predicament, House Speaker Chambers squarely put the guilt on a criminal syndicate that he says is meant to destroy the country’s economy and leave the ordinary people with an untold suffering-with an overall plot to instigate anger and resentment against the government. 

“If the money is not in the banks, then, where the money is?” the Liberian House Speaker puzzled as he gauged throw what he termed as a potential criminal cartel intended to damage the government and the country’s reputation. “These are the same people who go to the banks to collect huge loans. This is hauling. Under international best practice, hauling is criminal in nature. We cannot countenance this any longer. Liberia is the only country where you see everybody wants to be a money exchanger. This is wrong. These domestic terrorists must be brought to their knees,” Chambers declared.

Meanwhile, Speaker Bhofal Chambers today announced the setting up of a specialized committee to look into the current financial crisis in the country. The specialized committee, the Speaker announced, is headed by Montserrado Districxt#16 Representative Dixon Seboe and co-chaired by Sinoe County lawmaker Mathew Zaza. The pairs are to be ably assisted by Representatives Taberesa Tarponweh, Allen Attoh Wreh, and Solomon George.

“The committee is expected to make a determination on the short, medium, and long term effects that this money hauling has created for the country’s economy, and it is also anticipated expected to end its scope of operation over the weekend and make recommendations to the House’s leadership for prompt action,” he said.

AS COMMERCE INSPECTION GOES TO BED

MONROVIA-In the last eight months, the Government of Liberia has lost more than twelve million Liberian Dollars, or (US$1.5million) to illegal business operations due the lack of business inspection by the country’s Ministry of Commerce and Industry-MOCI, an investigation conducted by the Liberian Network on the country’s commerce sector has uncovered.   

Liberian Network-LN’s probe has exposed that commerce inspectors were withdrawn from the field since March this year and have not been collecting government taxes, leaving the Liberian market susceptible and vulnerable to all kinds of  sub-standard goods and unwholesome food products-also posing serious health risks for the population.

Covid-19 outbreak in the country is said to have briefly disrupted commerce inspection of businesses across the country. However, some individuals who are closely monitoring commerce activities in Liberia but claimed anonymity in an interview with this news outlet complained of collusion between top commerce officials and well-established business owners in the country.

The situation is even compounded by low salary for inspectors-a key morale or motivational factor which influences productivity and inefficiency for robust inspection. Up to date, the MOCI has 150 inspectors. However, our investigation showed that the MOCI’s inspectors who expressed less enthusiasm about their job due to poor employees’ welfare were withdrawn from field since March of this year.  

“Liberia is losing heavily due to the withdrawal of inspectors from the field. We are losing millions of dollars as well as putting our people at serious health risks in this country,” an anonymous source who frequently monitors the country’s market system informed the Liberian Network-LN in an interview a fortnight ago.

E-commerce readiness assessment and strategy formulation, ICT infrastructure and services, Trade logistics and trade facilitation, payment solutions, legal and regulatory frameworks, including E-commerce skills development, as thematic areas that the government must address in order to move its economy into a digital system remain the main challenges hanging over the sector.

A report released on the country’s commerce sector in 2018 by the United Nations Conference on Trade and Development-UNCTAD recommended improved awareness in the public sector and informed coordination and policymaking related to e-commerce issues, including Low MoE, MoYS, MoPT as possible way to remedy the situation. The report specifically mandates the MOCI to institute a growth voucher scheme to incentivize e-commerce vendors to test (through a one-time use voucher funded through a grants mechanism) the services of Liberian website designers and programmers.  

Growth in the sector has been seriously hindered by the lack of progress in these areas, the investigation also reveals.

 In 2018, a lacked document from the MOCI revealed a collection of LD250, 000,000(Two Hundred Fifty Million Liberian Dollars) was collected in taxes which came through vigorous inspections across the country led by its inspectorate division-which is now sitting very dormant, our probe also discovered.

At the moment, the government is said to be losing over LD1, 000000 (One Million Liberian Dollars) monthly due to the lack of commerce inspection which has led to tax avoidance by business owners.

Commerce’s lack of market assessment has also led to an unprecedented hike in price of goods and services by dishonest business people, our investigation also exposed. The withdrawal of inspectors from the field is a major breach of the 2010 inspectorate handbook which mandates 24 hour field inspection by MOCI’s inspectors.

Inspection of the market allows for the Ministry of Commerce and Industry to track dishonest and illegal businesses and compelled them to register with the government. This affords inspectors to inspect businesses that are in breach of business regulations and force them to go and pay taxes to the government’s account.

The last eight months has seen the market spiraled with unhealthy and sub-standard goods and food items which are being sold at the detriment of the ordinary consumers.  

The current lack of business inspection, according to our inquiry, is also driven by an act of collusion allegedly taking place between high ranking officials at the MOCI and business people in the country.

Meanwhile, when contacted, Liberia’s Inspector General Josephine Davies replied to the LN’s inquiries that: “Is that what you called me for? If you wish, you can go ahead and publish whatever information you have with you. Don’t give me hard time.”

While the MOCI officials remain largely tight-lip on the issues raised in this story, experts blamed the problem on comprise.

“Most of the officials who are responsible for oversight in this area have been compromised. They usually go and collect monthly salaries from top businesses and, as a result, they cannot do their work. They are responsible for the government not getting its actual revenue that should be going to its coffers for national development,” Paul Harris, a resident of ELWA Junction community in Paynesville, outside Monrovia, charged.

More Cases of Multiple Sales of Land Despite Law

PIPELINEIn 2009,Jimmy Dasaw’s plan to expand Kiddies College was underway when he purchased three acres of land for US$2,600 in Pipeline, Paynesville from Johnny Hill, the administrator of Tarsue Gbazue Estate in Johnsonville. That dream for his elementary school eventually turned into nightmare.  

Five years after purchasing the land, in 2014, Dasaw found himself thrusted into a lengthy legal battle. Hill had sold one of the three acres of Dasaw’s land to a man named Varney Kanneh, court documents show. Two years on, Criminal Court “C” found Hill guilty of criminal conveyance of land.

“I have been deeply injured by this double land sale,” Dasaw tells FrontPage Africa in an interview at the Temple of Justice in Monrovia. “This case has affected nearly everything in my life.  For the last five years, I have had sleepless days and nights.”  

Dasaw is one of thousands of victims of multiple sales of land in Liberia, despite the Act Against Criminal Conveyance of Land. The law was created in 2014 to curb land disputes, which were spiraling out of control across the country at the time and a common reference to the cause of another civil conflict. But six years after, the crime continues to threaten the country’s peace, leaving stakeholders grappling with its solution.   

From July 2015 to June 2019, 1,268 cases of multiple sales of land were reported, records of Liberia’s Land Authority (LLA) show. Montserrado County accounts for 35 percent of those cases. Criminal Court “C”—the court that has jurisdiction over criminal conveyance of land cases—has heard 17 cases so far, according to the court’s records.    

Chief Justice Francis Korkpor decried the situation when he addressed the opening of the March term of court.

“This act… has resulted into violence and even deaths,” Korkpor said at the time. He called for decisive actions to be taken against perpetrators of the act. “Criminal conveyance undermines and poses threat to Liberia’s peace and national security.”

Cllr. Tiawon Gongloe, the president of the Liberia Bar Association (LiBA), urges special training for the police to handle land-related criminal cases effectively.

“I am suggesting there should be a year-round seminar for the police to be educated on the law to be able to fully understand its interpretations and enforcement,” Gongloe tells FrontPage Africa. If they are more aware of the law,  he says, the police will be able to effectively carry out their preliminary investigation and charge suspects accordingly. 

Gongloe, however, has an advice for land buyers.

“In the first place, the law states that once an individual sells a land and hands over a title deed to the buyer, it means the person who sold the land no longer holds claims to that property,” Gongloe explains. “I advise that before purchasing a land, party litigants should consult their lawyers to investigate the real owner of that land before it is even surveyed and probated by the court.”

There are legal steps you have to follow to obtain a title deed, according to the Land Rights Act of 2018.  You must do a background check on the land dealer. That dealer must publish the sale of the land in a local daily and place notices in the community the land is located. You must request receipt from the dealer upon paying  for the land and survey it. After that, you must get a signed deed from the seller, present it to your lawyer for approval, probate the approved deed and then register it at the LLA.

If someone sells you a land they do not own, or you buy a land from someone you know is not the rightful owner, you and that person have committed an offense under the Criminal Conveyance Law. It also applies to surveyors and public officials and ordinary people who facilitate the crime.

Ali Kaba, former head of the community land protection program of the Sustainable Development Institute (SDI) wants a committee comprising the courts, Center for National Documents and Records Agency (CNDRA), LLA, Ministry of Internal Affairs (MIA), and the Ministry of Justice (MOJ), to increase awareness on land-related laws.  

“If more people are made aware of the law,” he says, “it will help to reduce tension across communities.”

In the meantime, the LLA is exploring other avenues to reduce criminal land transactions. They are  transitioning from a manual deed registry to a digital system. Manual registration makes it difficult to capture the portion of land on a deed that has been sold, according to Paul Tolbert, the director of land dispute department at the entity.  A digital registration process will mitigate that problem. 

“Perpetrators of criminal conveyance are taking advantage of this major gap in the law,” head of the LLA’s dispute section Paul Tolbert says. He suggests the law should be amended to give a quasi-judicial power to penalize culprits of the crime.

Back in Pipeline, Dasaw might have won the case but his problems are not over yet.

Hill has filed an appeal at the Supreme Court. His lawyers, citing section 20.10 of the Criminal Procedure Law, argue he should be acquitted because he allegedly committed the crime in March 2014, five months before the Criminal Conveyance of Land Law was created. But the court dismissed that argument. “The alleged nonexistence of the Criminal Conveyance Law is not an insufficiency of evidence,” its verdict reads, “and therefore, cannot come under motion for acquittal.”  

The court also says in the verdict that it could not acquit Hill because his lawyers  should have made the jurisdiction argument before the trial in line with chapter 16, section 16.7 of the Criminal Procedure Law.

The case was scheduled to be heard during the March term of court but was postponed due to the coronavirus pandemic. It is expected to heard this October term of court.  

Criminal conveyance of land is a second-degree felony. If the Supreme Court upholds the lower court’s ruling, Hill—who has another lawsuit against him for the same offense—could serve a maximum sentence of five years and will pay two times the money Dasaw paid him, US$5,200.

Flashback of Liberia’s 2017 General and Presidential Election

MONROVIA-Citizens United for Constitutional Democracy-CUFCOD, a local pro-democracy and rights advocacy group which specializes in tabulating population perception based constitutional governance and democratic governance issues has released its latest survey which states that 80% of Liberians want double nationality (dual citizenship).

“This representative survey on voters’ appetite for the country’s upcoming December 8 national referendum that seeks to drive a predictable pattern in which voters are likely to take in the amendments to certain provisions of the Liberian constitution-tabulated responses from the various segments of the Liberian society including tertiary institutions, business and banking institutions, academics, human rights groups, women and youth representatives, students, the elderly, and election experts, a statement from CUFCOD issued in Monrovia today quotes its press service director Augustine Wombiah as saying.

Debate on dual citizenship has lingered in Liberia for decades, with proponents of those wanting amendment to the Liberian constitution for the passage of a law allowing Negro descents to hold citizenship in the country routinely stressing its importance.

The main contention for those who double nationality has been the fear of the few wealthy clinching onto more land against those who less financially equipped. However, with globalization interplaying across modern frontiers, it seems the debate is gradually winning down toward accepting the idea.

Amongst other things, dual citizenship provides access to financial investment rights (property, securities, retirement, social security benefits, experts say.  

Dual citizenship in some intellectual circles is envisioned as the expression of two major tendencies that are observed in the world today. There is on the one hand globalization, transcendence of all borders, emergence of common identities, multiple new identities that didn’t exist before.

Another attribute points to the return of nationalism, very often associated with the collapse of empires and old state entities, like the Soviet Union.

In dual citizenship, these two tendencies interrelate in a very interesting way. However, for simplicity of definition, dual citizenship or dual nationality is simply an individual being a citizen of two countries or a legal status by which a person is a citizen of two countries.

For instance, if you as a Liberian relocate to the United States and become a naturalized US citizen, you have dual citizenship. Dual citizens can carry two passports and essentially live and travel freely within their native and naturalized countries.

The result of over 5000 respondents who answered questionnaires from its research conducted from January to June 2020 across 10 of Liberia’s political subdivisions, according to the rights group-reveals that 45% male respondents expressed a “Yes” vote for the proposal on dual citizenship-while 35% female respondents followed a similar pattern during the survey. Ten percent of the study’s respondents showed limited interest in the pending referendum, while the remaining 10% of the participants showed no interest at all.

Montserrado is said to have accounted for 60% of the survey’s respondents, followed by Nimba and Bong Counties who accounted for ten and seven percent respectively. Lofa, Margibi, Bassa, Maryland, Sinoe, Bomi, and Grand Cape Mount counties shared the remaining 13% of the research’s questionnaires.

“When asked which of the proposals stood as the touchiest, at least 68% of the participants underscored dual citizenship as the most centrally discussed proposal surrounding the impending referendum,” CUFCOD statement indicated.

“Most of the participants informed CUFCOD’s researchers that approving dual citizenship would conform to international best practice, end years of isolation of certain segment of the country’s population, and that it would lead to increased direct foreign investment, employments, empowerment opportunities, and enhancement of infrastructure development in the country.”

Research Background

It may be recalled that debate over dual citizenship in Liberia dates as far back as the country’s foundation. Founded by freed slaves from the United States of America, the population of Liberia has remained strongly divided on the issue.

Although the Liberian constitution explicitly defines citizenship to people of   Negro descent, a provision which is backed by 30% of the country’s 4.5 million people who fear such change in the constitution could lead to massive land grab spree by the wealthy-the survey also reveals that 50% of the population is in favor of double nationality for the tiny post-war country has experienced years of economic stagnation with limited opportunities for its population.

Hence, this research was intended to explore the general attitude of voters and how they are thinking, and to determine the voting pattern ahead of the election.

Benefits of Dual Citizenship

Recent statistics from Liberia’s Post and Telecommunications Ministry uncovered that a significant number of the country’s population is being heavily supported by families from oversea, especially the United States of America, where close to half a million Liberians are seeking grainer pasture.

These diaspora Liberians, according to the CUFCOD’s survey, have been the backbones of their relatives back home who seriously relied on hundreds of thousands of United States Dollars in remittances accumulated from their compatriots residing in the USA, Europe, and other parts of the globe, to send their children to school and support their daily livelihoods back home.

These, according to the Survey, are amongst the numerous economic and financial benefits the country continues to enjoy as a result of continued family support to thousands of Liberians who are receiving monthly from their relatives, family members, and loved ones who reside in the Americas and elsewhere across the world.

Other reports also point to a glaring indication that Liberia stands to get huge foreign direct investment and vast infrastructure investment if dual citizenship is approved in the country-which would also fall in line with best international protocols guaranteeing the rights and freedom to obtain one’s nationality for people of different heritage.

Aside from the economic and financial benefits that Liberia stands to achieve if dual citizen is made law in the country, observers say such move would provide opportunity for hundreds of Liberian citizens born abroad to have equal rights and opportunity for their mother land.

“This is not about giving the white man the right to become citizens of Liberia. It’s about seeing the need to provide every Liberian citizen the chance to feel at home, including who left this country due fear of their lives, and those who sought refuge in the USA and elsewhere due to the country’s civil war,” Roland Enders, a leading rights advocate in the country informed researchers during the conduct of the survey.

So Where are We Now?

Lingering debate over whether or not to grant non-negro descent the right to citizenship in Liberia has been around for more than seven decades and it appears the decisive moment in this highly contentious discourse is would be decided when Liberians go to the polls in a national referendum on December 8, 2020 to take a definite position on whether or not their country should steak to its current definition of who should bear  Liberian citizenship or to do a change that would reflect present day reality with all its positive indicators clearly visible on the wall.

Of the four main proposals forming part of the expected referendum, dual citizenship, according to CUFCOD’s latest study, topped their priority listing and has preoccupied the minds of the research’s participants, followed by reduction in the tenures of the President (from 6-5 years), Senators (from 9-7 years), Representatives (from 6-5 years), including the proposal of 30% women’s participation in the country’s governance and body politics, among others, CUFCOD’s study has uncovered.

The exercise is anticipated to be carried out in a popular referendum in straight compliance with article 50 of the Liberian constitution.

Conclusion

The research concludes that given the overwhelming benefits that Liberia is poised to accrue, coupled with the optimistic responses gathered and corroborated from the survey’s respondents, the issue of dual citizenship in Liberia is likely to see its way through the impending referendum that analysts say promises to bring a landmark history that would engender national unity and promote infrastructure development, thus putting an end to the chapter of exclusivity-as well as opening up renewed opportunities for inclusivity in the country’s body politics and governance spheres.

MONROVIA: A major split has emerged at the Liberian legislature over President Weah’s request for the extension of the State of Emergency-SOE which officially ended on 21 June 2020 following two previous SOE declarations.

“Article 88 of the constitution is clear on this issue. There was no concurrence on the extension of the SOE. The time for this exercise has also elapsed, thus making it null and void. Hence, enforcing the SOE at this only amounts to a vio9lation of the law,” Montserrado District#4 Representative Rustolyne Dennis told a team of legislative reporters in Monrovia Tuesday.

A Presidential Decree issued in Monrovia on 22 June 2020 explained the Liberian Chief Executive’s latest request for an extension of the SOE. President Weah also wrote the legislature to approve his SOE extension proposal in fulfillment of Article 88 of the Liberian constitution.

The President justified in his letter to that an extension of the SOE would further strengthen the Government’s grip of the pandemic and curb its rapid advance among the population.

Article 88 of the constitution mandates the legislature to act either by approval or disapproval whenever the President makes request on declaration of SOE. However, opinion seems to be heavily split amongst members of the Liberian legislature on the issue.

The Liberian Senate, known as the House of Elders, has since approved the President’s request, while the House of Representatives failed to act on it.

The seven day window provided under Article 88 has already elapsed without concurrence.

One group of lawmakers are in agreement of the President’s proposal on ground that it will enable the government enforce and carry out its work plan in containing the spread of the virus, while opposing lawmakers fear further extension of the SOE could provide an increasing space for the violation of the rights of ordinary citizens. Opinion appears to be heavily split on these two lines.

Also, in spite of the lack of concurrence by the legislature, the SOE seems to be largely holding in the country and is being enforced by the Executive branch of Government, much to the resentment of some lawmakers who have accused the Senate of misreading and misleading the Liberian public of the interpretation of the law.

On Tuesday, 7 July 2020, the Independent Legislative Caucus, a conglomerate of opposition lawmakers, most of who come from the Collaborating Political Parties(UP, ANC, ALP) issued a press statement in Monrovia in which they clarified, and condemned the enforcement of the current extension of the State of Emergency in gross violation of Article 88 of the Liberian constitution. Independent Legislative Caucus Press Release

The Independent Legislative Caucus wants to state unequivocally that the pronouncement made by the Senate as it relates to the endorsement of the SOE by the legislature was false, misleading and highly erroneous.

The ILC striking strictly from the Black Letter clearly stipulated in the constitution, precisely Article 88, which depicts that the SOE is Null and Void.

The ILC wants to inform the Executive, the citizenry that our form of Legislature is  a bicameral legislature, and not unilateral legislature.

In a bicameral legislature, both Houses must agree in one legislation or resolution before it is certified by the Legislature.

Let it be clear that at no time the House of Representatives concurred or passed a resolution endorsing the extension of the SOE.

The ILC wishes to inform the Speaker and the Senate Pro-Tempore to do what is Honorable by communicating to the President of the Republic of Liberia, that the SOE has been automatically revoked since the constitutional time frame has elapsed and the Legislature did not reach the 2/3 vote in endorsing the SOE.

The ILC wants to commend the President for his tireless effort in fighting the Covid-19, and we therefore recommend that we use the health law to contain the spread of the Coronavirus.
